  HTS Grants  
  North NJ Region  
 
The NJ Division of Highway Traffic Safety offers, on an annual basis, federal grant funding to agencies that wish to undertake programs designed to reduce motor vehicle crashes, injuries, and fatalities on the roads of New Jersey. Municipal, county, and state governmental and law enforcement agencies, as well as non-profit organizations, are encouraged to apply for NJDHTS grant funding to address specific, local traffic safety issues.

  Please note: The grant application has been changed to include the e-mail address of the Project Director, Financial Director and Government Official. Grant approval letters with approved grants will now be e-mailed. This reduces our internal costs (postage, envelopes, paper etc.) and will accelerate the approval process. Thank you for your cooperation. If no e-mail address is provided, the letter and approved grant will be mailed (through US Mail) only to the Project Director.

  Comprehensive Traffic Safety Programs CTSP's  
 
Comprehensive Traffic Safety Program grants address multiple traffic safety concerns within a county or community.
CTSP grants include numerous different tasks and strategies involving enforcement, education and engineering
The potential grantee must provide a detailed Problem Identification section with extensive information about the community, data analysis, and creative solutions.
The generic NJDHTS Grant Application should be used for a CTSP grant proposal.
 
  Seat Belts  
 
The current seat belt usage rate in New Jersey is 91%
The goal of the seat belt program is to continue to raise this usage rate in the years ahead.
In the North Region, seat belt grant funding is distributed through the annual Click It or Ticket two-week enforcement mobilization
Currently there are no year-round seat belt grants available.
Contact the Region Supervisor to be considered for the next Click It or Ticket funding cycle.
 
  Impaired Driving  
 
The proportion of alcohol-related fatalities in New Jersey (2004-2006) is 32%.
In the North Region, impaired driving enforcement grant funding is distributed through the Year-End and August /September “Over the Limit. Under Arrest” crackdowns.
Year-round, innovative impaired driving grants involving enforcement and education will also be considered.

  Pedestrian Safety  
 
The proportion of pedestrian fatalities in New Jersey is 21%, which is well above the national average.
The goal of the pedestrian safety program area is to lower the pedestrian fatality and injury rate in the years ahead.
In the North Region, municipalities in the Top 25 of the region for pedestrian injury crashes are eligible to apply for our Pedestrian Safety Grant. Municipalities outside of the Top 25 may also apply for funding, as available.
The grant includes funding for overtime enforcement at pedestrian safety hot spots in the community and educational outreach throughout the community.

  Aggressive Driving  
 
Aggressive Driving and Speed Enforcement are emerging priorities for the North Region.
In addition, residential speeding is seen as a major quality of life issue in most New Jersey communities.
A Region-wide Aggressive Driving Campaign, "Obey the Signs or Pay the Fines", is being planned for the Summer of 2008.
Contact the Region Supervisor to be considered for the next “Obey the Signs or Pay the Fines” funding cycle.
 
  Child Passenger Safety  
 
From 1998-present, hundreds of certified child passenger safety technicians have been trained in the North Region.
For FY2009, the CPS priority in the North Region will be the establishment of permanent CPS Education Stations, with the support of grant funding.
CPS overtime grants to local police agencies are no longer available.

  Mobilizations and Crackdowns  
 
All police agencies in the North Region are expected to support statewide enforcement campaigns, whether funded or non-funded:
Click It or Ticket: May 2008
  Obey the Signs or Pay the Fines: July 2008
 
Over the Limit. Under Arrest: August 2008
 
  Other Eligible Programs  
 
Grant applications may also be submitted that utilize enforcement, education or engineering counter-measures to address other specific traffic safety issues including:
Bicycling Safety
  Crash Investigation
  Diversity Programs
  EMS Training
  Traffic Records
  Motorcycle Safety
  School Bus/Pupil Transportation
 
Traffic Engineering
For any of these program areas, potential grantees should utilize the generic NJDHTS grant application and should plan to attach a detailed Problem Identification section with specific data, goals, objectives and strategies.
 
  Timelines and Deadline  
 
NJDHTS grants operate on the Federal Fiscal Year
FY2009: October 1, 2008 - September 30, 2009
Grant application deadline for FY2009: March 31, 2008
Grant application review, scoring, revisions, and recommendations: April-June, 2008
Grant rejection letters: July/August, 2008
Letters of Intent for FY2009: September, 2008
Formal approval: TBA based on the receipt of federal funding
