Restricted Parking and Stopping


Route NJ 45

(a)

The certain parts of State Highway Route NJ 45 described in this subsection are  designated and established as "no stopping and standing" zones where stopping or standing is prohibited at all times, except in areas covered by other parking restrictions adopted in accordance with the Administrative Procedure Act, NJSA 52:14B-1 et seq., and NJAC 1:30. In accordance with the provisions of NJSA 39:4-198, proper signs shall be erected.

1.

In Salem County:

Note: State Highway Route NJ 45 is coincident with State Highway Route US 40 from mileposts 8.80 to 9.44.

i. In the City of Salem:

(1)

No stopping or standing along the northbound (easterly) side:

(A) Beginning at the northerly curb line of Route NJ 49 (Broadway) and extending to a point 515 feet northerly therefrom.

(B) Beginning at a point 90 feet south of the southerly curb line of Grant Street-Griffith Street to a point 100 feet north of the northerly curb line of Grant Street-Griffith Street.

(2)

No stopping or standing along the southbound (westerly) side:

(A) Beginning at a point 100 feet north of the northerly curb line of Grant Street-Griffith Street to a point 50 feet south of the southerly curb line of Grant Street-Griffith Street.

(B) Beginning at a point 105 feet north of the northerly curb line of Martin Luther King Drive and extending to a point 195 feet northerly therefrom.

ii. In the Township of Mannington:

(1)

No stopping or standing along both sides:

(A) Between Fenwick Creek & Woodnut Street (mileposts 0.43 to 0.66)

(B) Between a pont 100 feet north of, and a point 500 feet south of the intersection of County Route 540.

iii. In the Township of Pilesgrove:

(1)

No stopping or standing along both sides:

(A) Between Cemetery Road and Bridge over Nichomas Run.

iv. In the Borough of Woodstown:

(1)

No stopping or standing along the northbound (easterly) side:

(A) Beginning at a point 315 feet south of the southerly curb line of Grant Street to a point 324 feet southerly therefrom.

(B) Beginning at the northerly curb line of Routes US 40-NJ 45 (East-West Avenues) to a point 110 feet northerly therefrom.

(2)

No stopping or standing along the southbound (westerly) side:

(A) Beginning at a point 374 feet south of the southerly curb line of West Grant Street to a point 382 feet southerly therefrom.

(B) Beginning at the northerly curb line of Routes US 40-NJ 45 (East-West Avenues) to a point 56 feet northerly therefrom.

2.

Gloucester County:

Note: State Highway Route NJ 45 is coincident with State Highway Route US 322 from mileposts 17.78 to 18.16.

Note:  State Highway Route NJ 45 is under County jurisdiction from approximate mileposts 17.59 to 18.24.

i. In the Township of Harrison:

(1)

No stopping or standing along both sides:

(A) From the northerly intersection of Route US 322 to Colson Lane.

(2)

No stopping or standing along the northbound (easterly) side:

(A) Between a point 100 feet north of the northerly curb line of High Street to a point 70 feet south of the southerly curb line of High Street.

(3)

No stopping or standing along the southbound (westerly) side:

(A) From the northerly curb line of County Route 551 Spur to a point 175 feet north of the northerly curb line of County Route 551 Spur.

(B) From the easterly curb line (extended) of Route US 322 to a point 370 feet southerly therefrom.

(C) Between the Route NJ 77 (Bridgeton Pike) / Route NJ 45 (Woodstown Road) intersection and a point 85 feet of the prolongation of the northerly curb line of High Street.

ii. In the Township of Mantua:

(1)

No stopping or standing along both sides:

(A) From the northerly curb line of Madison Avenue to the Mantua Township-Deptford Township and West Deptford Township corporate line (at Mantua Creek), including all ramps and connections which are under the jurisdiction of the Commissioner of Transportation.

(B) Beginning at a point 740 feet north of the northerly curb line of Santa Fe Drive and extending to a point 175 feet north of the northerly curb line of Jackson Road.

iii. In the Township of West Deptford:

(1)

No stopping or standing along the southbound (westerly) side:

(A) Beginning at the northerly curb line of Hessian Avenue and extending 200 feet northerly therefrom.

(B) From the Woodbury City – West Deptford Township corporate line to the West Deptford Township – Mantua Township corporate line.

iv.  In the Borough of Woodbury Heights:

(1)

No stopping or standing along the northbound (easterly) side:

(A) From the northerly curb line of Elm Avenue – Griscom Lane to the Woodbury Heights Borough – Woodbury City corporate line.

v. In the City of Woodbury:

(1)

No stopping or standing along the northbound (easterly) side:

(A) From the Woodbury Heights Borough – Woodbury City corporate line to the southerly curb line of Carpenter Street – Penn Street.

(2)

No stopping or standing along the southbound (westerly) side:

(A) From Delaware Street to Red Bank Avenue.

(B) From the southerly curb line of Carpenter Street – Penn Street to the Woodbury City – West Deptford Township corporate line.

vi. In the Borough of Westville:

(1)

No stopping or standing along both sides:

(A) Along both sides of Route 45 from a point 800 feet south of the junction of Route US 130 (Island Nose) to the northerly curb line of Redfern Lane.

(2)

No stopping or standing along both sides of the southbound roadway:

(A) From the junction of Route US 130 (Island Nose) to a point 800 feet southerly therefrom.

(b)

The certain parts of State highway Route NJ 45 described in this subsection are  designated and established as "no parking bus stop" zones where parking is prohibited at all times. In accordance with the provisions of NJSA 39:4-199, permission is granted to erect appropriate signs at the following established bus stops:

1.

In Salem County:

i.  In the City of Salem:

(1)

Far side bus stops along the northbound (easterly) side:

(A) Grant Street – Beginning at the northerly curb line of Grant Street and extending 100 feet northerly therefrom.

(2)

Near side bus stops along the southbound (westerly) side:

(A) Grant Street – Beginning at the northerly curb line of Grant Street and extending 100 feet northerly therefrom.

ii. In the Township of Mannington:

(1)

Near side bus stops along the northbound (easterly) side:

(A) County Route 540 - Beginning at the prolongation of the northerly curb line of County Route 540 and extending 135 feet northerly therefrom.

(2)

Mid-block bus stops along the northbound (easterly) side:

(A) Between the entrance driveway and exit driveway in front of the ARC Center parking lot.

2.

Gloucester County:

i. In the Township of Harrison:

(1)

Near side bus stops along the northbound (easterly) side:

(A) Chatham Lane - Beginning at the southerly curb line of Chatham Lane and extending 110 feet southerly therefrom.

(B) Earlington Avenue - Beginning at the southerly curb line of Earlington Avenue and extending 110 feet southerly therefrom.

(2)

Mid-block bus stops along the northbound (easterly) side:

(A) Richwood Jefferson Road (County Route 667) - Beginning 100 feet from the southerly curb line of Richwood Jefferson Road (County Route 667) and extending 135 feet southerly therefrom.

(3)

Near side bus stops along the southbound (westerly) side:

(A) High Street - Beginning at the northerly curb line of High Street and extending 110 feet northerly therefrom.

(4)

Mid-block bus stops along the southbound (westerly) side:

(A) Route US 322 West - Beginning 40 feet from the northerly curb line of Route US 322 West and extending 135 feet northerly therefrom.

ii. In the Township of Mantua:

(1)

Near side bus stops along the northbound (easterly) side:

(A) Chestnut Street - Beginning at the southerly curb line of Chestnut Street and extending 105 feet southerly therefrom.

(2)

Far side bus stops along the northbound (easterly) side:

(A) Capital Drive - Beginning at the northerly curb line of Capital Drive and extending 100 feet northerly therefrom.

(3)

Mid-block bus stops along the northbound (easterly) side:

(A) Center Street - Beginning 200 feet from the southerly curb line of Center Street and extending 140 feet southerly therefrom.

(4)

Mid-block bus stop along the southbound (westerly) side:

(A) Center Street - Beginning 200 feet from the prolongation of the southerly curb line of Center Street and extending 140 feet southerly therefrom.

iii. In the Township of Deptford:

(1)

Far side bus stops along the northbound (easterly) side:

(A) College Boulevard - Beginning at the northerly curb line of College Boulevard and extending 120 feet northerly therefrom.

iv. In the Township of West Deptford:

(1)

Near side bus stops along the northbound (easterly) side:

(A) Colonial Avenue - Beginning at the prolongation of the southerly curb line and extending 105 feet southerly therefrom.

(2)

Far side bus stops along the southbound (westerly) side:

(A) Colonial Avenue - Beginning at the southerly curb line of Colonial Avenue and extending 100 feet southerly therefrom.

v. In the Borough of Woodbury Heights:

(1)

Near side bus stops along the northbound (easterly) side:

(A) Lincoln Avenue - Beginning at the southerly curb line of Lincoln Avenue and extending 115 feet southerly therefrom.

vi. In the City of Woodbury:

(1)

Near side bus stops along the northbound (easterly) side:

(A) Stuart Avenue - beginning at the southerly curb line of Stuart Avenue and extending to a point 105 feet southerly therefrom.

(B) Walnut Street - beginning at the prolongation of the southerly curb line of Walnut Street and extending to a point 105 feet southerly therefrom.

(C) Watkins Avenue - beginning at the prolongation of the southerly curb line of Watkins Avenue and extending to a point 105 feet southerly therefrom.

(2)

Far side bus stops along the northbound (easterly) side:

(A) Railroad Avenue - beginning at the northerly curb line of Railroad Avenue and extending to a point 100 feet northerly therefrom.

(B) Courtland Street - beginning at the northerly curb line of Courtland Street and extending to a point 100 feet northerly therefrom.

(C) Aberdeen Place - beginning at the northerly curb line of Aberdeen Place and extending to a point 100 feet northerly therefrom.

(D) Hunter Street - beginning at the northerly curb line of Hunter Street and extending to a point 100 feet northerly therefrom.

(E) Dare Street - beginning at the northerly curb line of Dare Street and extending to a point 100 feet northerly therefrom.

(3)

Mid-block bus stops along the northbound (easterly) side:

(A) Between East Barber Avenue and Courtland Street - beginning at a point 50 feet south of the southerly curb line of East Barber Avenue and extending to a point 135 feet southerly therefrom.

(B) Between East Red Bank Avenue and Oak Street - beginning at a point 75 feet north of the northerly curb line of East Red Bank Avenue and extending to a point 135 feet northerly therefrom.

(4)

Near side bus stops along the southbound (westerly) side:

(A) Chestnut Street - beginning at the northerly curb line of Chestnut Street and extending to a point 105 feet northerly therefrom.

(B) Walnut Street - beginning at the northerly curb line of Walnut Street and extending to a point 195 feet northerly therefrom.

(C) West Street - beginning at the northerly curb line of West Street and extending to a point 105 feet northerly therefrom.

(D) Railroad Avenue - beginning at the northerly curb line of Railroad Avenue and extending to a point 105 feet northerly therefrom.

(5)

Far side bus stops along the southbound (westerly) side:

(A) West Centre Street - beginning at the southerly curb line of West Centre Street and extending to a point 100 feet southerly therefrom.

(B) West Barber Avenue - beginning at the southerly curb line of West Barber Avenue and extending to a point 100 feet southerly therefrom.

(C) Stuart Avenue - beginning at the southerly curb line of Stuart Avenue and extending to a point 100 feet southerly therefrom.

(6)

Mid-block bus stops along the southbound (westerly) side:

(A) Between West Red Bank Avenue and Federal Street - beginning at a point 100 feet south of the southerly curb line of West Red Bank Avenue and extending to a point 135 feet southerly therefrom.

(B) Between Hunter Street and Federal Street - beginning at a point 32 feet south of the prolongation of the southerly curb line of Hunter Street and extending to a point 135 feet southerly therefrom.

(c)

The certain parts of State Highway Route NJ 45 described in this subsection are designated and established as "time limit parking" zones where parking is prohibited at all times except as specified below. In accordance with the provisions of NJSA 39:4-199, permission is granted to erect appropriate signs at the following established time limit parking zones:

1.

In Salem County:

i. In the City of Salem:

(1)

Parking is permitted along the northbound (easterly) side between the hours of 9:00 AM and 6:00 PM only, Sunday through Saturday.

(A) Beginning at a point 220 feet north of the prolongation of the northerly curb line of Martin Luther King Drive to a point 100 feet north of the northerly curb line of Grant Street-Griffith Street.

(2)

Parking is permitted along the southbound (westerly) side between the hours of 9:00 AM and 6:00 PM only, Sunday through Saturday.

(A) Beginning at a point 100 feet south of the southerly curb line of Grant Street-Griffith Street to the southerly curb line of Martin Luther King Drive.

ii. In the Borough of Woodstown:

(1)

Two (2) hour time limit parking along the northbound (easterly) side from 8:00 AM to 8:00 PM, Monday through Friday:

(A) Beginning at a point 640 feet from the southerly curb line of East Grant Street to a point 110 feet north of Routes US 40-NJ 45 (East-West Avenues).

(2)

Two (2) hour time limit parking along the southbound (westerly) side from 8:00 AM to 8:00 PM, Monday through Friday:

(A) Beginning at a point 760 feet south of the southerly curb line of West Grant Street to a point 56 feet north of Routes US 40-NJ 45 (East-West Avenues).

2.

In Gloucester County:

i. In the Township of Harrison:

(1)

Two (2) hour time limit parking along the northbound (easterly) side from 6:00 AM to 6:00 PM, Monday through Friday:

(A) Between a point where the extended southerly side line of High Street would intersect the easterly side line of South Main Street and a point where the extended northwesterly line of Woodstown Road would intersect the easterly line of South Main Street.

(2)

Two (2) hour time limit parking along the southbound (westerly) side from 6:00 AM to 6:00 PM, Monday through Friday:

(A) Between a point 70 feet south of the southerly curb line of High Street and 25 feet north of the Route NJ 77 (Bridgeton Pike)/Route NJ 45 (Woodstown Road) intersection.

ii. In the City of Woodbury:

(1)

Fifteen (15) minute time limit parking along the northbound (easterly) side:

(A) Between Cooper Street and Federal Street (Post Office Driveway) daily from 8:00 AM to 6:00 PM.

(2)

One (1) hour time limit parking along the northbound (easterly) side:

(B) Between Federal Street (Post Office Driveway) and Hunter Street daily from 8:00 AM to 6:00 PM.

(3)

Two (2) hour time limit parking along the northbound (easterly) side:

(A) Between Carpenter Street-Penn Street and Cooper Street-Delaware Street daily from 9:00 AM to 9:00 PM.

(B) Between Hunter Street and the Deptford Township Line daily from 8:00 AM to 6:00 PM.

(4)

Two (2) hour time limit parking along the southbound (westerly) side:

(A) Between Carpenter Street-Penn Street and Westerly Center Street daily from 9:00 AM to 9:00 PM.

(B) Between Red Bank Avenue and the West Deptford Township Line daily from 8:00 AM to 6:00 PM.

(d)

The certain parts of State Highway Route NJ 45 described in this subsection are designated and established as "no parking certain hours" zones where parking is prohibited during certain hours. In accordance with the provisions of NJSA 39:4-198, permission is granted to erect appropriate signs.

1.

In Salem County:

i. In the City of Salem:

(1)

No parking along both sides between the hours of 2:00 AM and 6:00 AM, Monday through Saturday.

(A) Between Route NJ 49 (Broadway) and Grant Street-Griffith Street.

(e)

The certain parts of State Highway of Route NJ 45 described in this subsection are designated and established as restricted parking space, for the use of persons who have been issued Special Vehicle Identification Cards by the Division of Motor Vehicles. No other person shall be permitted to park in these areas. In accordance with the provisions of NJSA 39:4-198, permission is granted to erect appropriate signs at the following established handicapped parking space:

In Salem County:

i. In the City of Salem:

(1)

Handicapped parking along the northbound (easterly) side:

(A) Beginning at a point 235 feet south of the prolongation of the southerly curb line of Howell Street and extending 22 feet southerly therefrom. (In front of 54 Market Street, pursuant to NJSA 39:4-197.6).

(2)

Handicapped parking along the southbound (westerly) side:

(A) Beginning at a point 35 feet north of the northerly curb line of Howell Street and extending to a point 22 feet northerly therefrom. (In front of 33 Market Street).

(f)

The certain parts of Route NJ 45 described in this subsection are designated and established as “No Parking between certain hours on all days” zones for Trucks and Buses in access of four (4) tons gross weight, except where parking is prohibited at all times and in statutory areas. In accordance with the provisions of NJSA 39:4-198, permission is granted to erect appropriate signs at the following established No Parking between certain hours on all days for Trucks and Buses in access of four (4) tons gross weight zones:

1.

In Salem County:

i. In the City of Salem:

(1)

No Parking for Trucks, Tractor, Trailer, Semi-Trailer or Omnibus having the gross weight in excess of Four (4) tons between 10:00 PM and 6:00 AM Sundays through Saturday, including holidays along both sides:

(A) Between Route NJ 49 and the City of Salem – Mannington Township corporate line.
