Facilitate interstate and foreign trade of New Jersey produced plants and plant products (phytosanitary inspection and certification). Safeguard farmers and the consumers against contaminated and mislabeled seed through seed inspection and certification programs, by testing seed samples to provide information about germination, purity, seed quality and seed vigor. Protect agricultural crops forest lands and sensitive environmental areas from plant pest damage and invasive weeds, and reduce pesticide applications, insect resistance to pesticides, and the amount of excess chemicals in the environment through the rearing and field release of beneficial insects.
