2023 Real Estate Commission Disciplinary Actions

Leo Pflieger, a licensed New Jersey real estate Broker, Bergen County – By Consent Order dated October 19, 2023, Pflieger admits that his conduct violated N.J.S.A. 45:15-17(e) in that by failing to ensure the timely renewal of the brokerage license of PRG for the 2021-2023 licensing cycle he engaged in conduct demonstrating incompetency; and, in violation of N.J.A.C. 11:5-4.2(a)(1) in that he failed, as broker of record, to ensure that individual licensees licensed through PRG did not engage in brokerage business during the time when PRG’s brokerage license, and the license of said individual licensees, were inactive. Pflieger agrees to pay a fine in the amount of $5,000.

Stephen Spressert, a formerly licensed New Jersey real estate Salesperson, Middlesex County – By Consent Order dated October 19, 2023, Spressert admits to conduct in violation of N.J.S.A. 45:15-17(e) in that by falsely responding to questions on the Qualifying Questionnaire in connection with the renewal of his license that he procured a license by fraud, misrepresentation or deceit; and, by misrepresenting the status of his court ordered child support obligation, that he engaged in conduct demonstrating unworthiness for licensure, in violation of N.J.S.A. 45:15-17(e). Accordingly, Spressert is ineligible for any license issued by the Commission until such time as there is no arrearage on his child support and agrees to pay a $1,500 fine.

Carol Ramdoo, a licensed New Jersey real estate Broker-Salesperson, Mercer County By Consent Order dated July 27, 2023, Ramdoo admits to conduct in violation of N.J.A.C. 11:5-6.4(a) in that by failing to ensure that the buyer remitted the deposit monies required by the contract, Ramdoo failed to treat all parties to the transaction fairly. Ramdoo agrees to pay a fine in the amount of $1,500.

Matthew Sherzoy, a licensed New Jersey real estate Salesperson, Bergen County – By Consent Order dated July 18, 2023, Sherzoy admits to conduct demonstrating incompetency and unworthiness in violation of N.J.S.A. 45:15-17(e) and agrees to pay a fine in the amount of $1,500; and, agrees to complete nine hours of continuing education in the specific area of Agency which shall not count towards the mandatory requirements for renewal; and, agrees to a sixty day suspension of license. Following license suspension, all fines must be paid in full prior to reissuance of license and any license issued shall be held on probation for a period of six months.

MV Realty of New Jersey LLC, mV Realty PBC LLC, David Reiner, Amanda Zachman, David Manchester, and Antony Mitchell – By Consent Order dated June 28, 2023, the aforementioned entities agree to voluntary temporary restraints pending final resolution of the Order to Show Cause.


The following Order to Show Cause was issued:

Mariann Balmann, a licensed New Jersey real estate Salesperson, Atlantic County – By Order of the Commission dated May 26, 2023, the Commission determined Balmann failed to notify the Commission within thirty days of being convicted of a crime and pursuant to N.J.S.A. 45:15-17(s)  imposed a $1,000 fine.

Sikander Ranu, a licensed New Jersey real estate Broker, Mercer County – By Consent Order dated May 26, 2023, Ranu admits to being unable to produce a signed independent contractor agreement (“ICA”) regarding employment of a salesperson at Key, in violation of N.J.A.C. 11:5-4.1(a) and N.J.A.C. 11:5-5.5(a) and agrees to pay a fine in the amount of $2,000.

Mauricio Gamba-Garcia, a formerly licensed New Jersey real estate Salesperson, Union County – By Order of the Commission dated April 28, 2023, pursuant to N.J.S.A. 45:15-41 the Commission directs revocation of any and all real estate licenses formerly or currently held by Gamba-Garcia. Respondent is ineligible for reinstatement of his license until he has satisfied all licensing requirements and reimbursed the guaranty fund in full including interest.

Tracey Hodge, a formerly licensed New Jersey real estate Salesperson, Warren County – By Consent Order dated April 28, 2023, Hodge admits to conduct demonstrating unworthiness, bad faith, and dishonesty in violation of N.J.S.A. 45:15-17(e). Accordingly, any and all real estate licenses presently or formerly held by Hodge are revoked for life. A $1,000 fine is imposed.

Cherryl Sharp, a formerly licensed New Jersey real estate Salesperson, Monmouth County – By Consent Order dated April 28, 2023, Sharp admits to conduct in violation of N.J.S.A. 45:15-17(s) by failing to notify the REC within thirty days of the filing of criminal charges against her. Sharp agrees to complete six hours of continuing education in the specific area of Agency which shall not count towards the mandatory requirements for renewal and to pay a fine in the amount of $500. Any license issued to Sharp shall be held on a probationary status for a period of two years from date of issuance.

Ramona A. Torres, a licensed New Jersey real estate Salesperson, Camden County – By Consent Order dated April 28, 2023, Torres admits to conduct demonstrating unworthiness in violation of N.J.S.A. 45:15-17(e) and agrees to pay a fine in the amount of $2,500; and, agrees to complete six hours of continuing education in the specific area of Ethics which shall not count towards the mandatory requirements for renewal; and, agrees to a thirty day suspension of license. Following license suspension, all fines must be paid in full prior to reissuance of a license and any license issued shall be held on probation for a period of six months.

Peter Weiss, a licensed New Jersey real estate Salesperson, Ocean County By Order of the Commission dated March 13, 2023, the Commission determined Weiss’ conduct underlying the criminal charge of Unlawful Entry of a Structure demonstrates unworthiness for licensure pursuant to N.J.S.A. 45:15-17(e) and directed revocation of any and all real estate licenses formerly or currently held by Weiss for a period of one year and imposed a fine in the amount of $5,000.

Daniel Boufford, a licensed New Jersey real estate Salesperson, Hudson County – By Consent Order dated February 6, 2023, Boufford admits to conduct in violation of N.J.S.A. 45:15-1 and 3, in that by engaging in property management for compensation outside the authority and supervision of the real estate broker through which he was licensed, Boufford engaged in unlicensed activity; and, Boufford admits conduct in violation of  N.J.S.A. 45:15-17(m) in that he accepted compensation for real estate activity from a person other than his broker. Boufford’s license shall be suspended for a period of ninety (90) days from full execution of the Consent Order and following suspension, any license issued shall be held on a probationary status for a period of six (6) months. Boufford shall complete three (3) hours of continuing education in the subject area of Agency which shall not count towards the mandatory requirements for renewal; and, to pay a fine in the amount of $2,000 within thirty (30) days of issuance of the Order.

Jana Haloda, a licensed New Jersey real estate Salesperson, Monmouth County – By Consent Order dated February 6, 2023, Haloda admits that by answering “No” to QQ 1 on her license renewal application for the 2015-2017, 2017-2019 and 2019-2021 renewal cycles and certifying to the accuracy and truthfulness of that information, Haloda was not truthful and her conduct demonstrates unworthiness, bad faith and dishonesty in violation of N.J.S.A. 45:15-17(e) (three counts); and, Haloda’s failure to notify the REC within thirty (30) days of having been indicted in 2014 and convicted in 2016 is in violation of N.J.S.A. 45:15-17(s). Haloda’s license is revoked for a period of three (3) years. A $5,000 fine is imposed.

Mary E. Dougherty, a licensed New Jersey real estate Salesperson, Essex County – By Final Order of Determination dated January 31, 2023, the Commission found Dougherty’s conduct and conviction for False Swearing demonstrates that Dougherty lacks the moral character required for licensure as set forth in N.J.S.A. 45:15-9 and said conduct demonstrates dishonesty and unworthiness for licensure, in violation of N.J.S.A. 45:15-17(e). Accordingly, any and all real estate licenses presently or formerly held by Dougherty are revoked for a period of one year. Any subsequent license issued to Dougherty will be held on a probationary basis for a period of two (2) years.

John Pagano, a formerly licensed New Jersey real estate Salesperson, Middlesex County – By Final Order of Determination dated January 31, 2023, the Commission found Respondent Pagano violated N.J.S.A. 45:15-17(e), in that the conduct underlying Pagano’s criminal charges demonstrates unworthiness, bad faith, and dishonesty; and, Respondent Pagano violated N.J.S.A. 45:15-17(s) in that he did not notify the REC within thirty (30) days of the charges filed against him. Accordingly, any and all real estate licenses presently or formerly held by Pagano are revoked for a period of five (5) years. Restitution in the criminal matter must be paid in full prior to the restoration of Pagano’s eligibility for licensure. A $1,000 fine is imposed.
