District Equity Story
Student Voice in Policy Creation and Implementation
Penns Grove-Carneys Point Regional School District’s Early College High School program reflected a commitment to student-centered design. Students and families applied and engaged in ongoing feedback processes that shape program accessibility and effectiveness. By providing a clear, structured pathway to an associate degree, the district empowered students, especially those historically underrepresented, to envision themselves as college students.
Inclusive Faculty/Staff Leadership
Penns Grove-Carneys Point Regional School District’s leadership, including the superintendent, administrators, and curriculum team, drove the program’s development in partnership with Salem Community College. Teachers were supported in earning advanced degrees and serving as adjunct faculty, to ensure high-quality, college-level instruction within the high school setting. Counselors and staff worked collaboratively to support student success academically and socially. The same guidance counselor worked with the same cohort of students beginning in 9th grade and guided the students within the cohort to successful graduation in the Early College program to maintain continuity and support for student success.
Collaboration with Families
Families were essential partners in the Early College model. They participated in the application process and supported students’ commitment to rigorous coursework. Ongoing communication ensured families understand program expectations, benefits, and pathways. This collaboration was especially impactful for first-generation college families navigating higher education systems.
Structural Changes for Equity
PGCPSD implemented significant structural innovations:
- A seamless 4-year integrated high school-college curriculum
- Opportunity to earn an associate degree while in high school
- Full coverage of tuition, fees, and textbooks
- Embedded academic, social, and behavioral supports (mentoring, tutoring, advising)
- Clear, simplified enrollment pathway beginning in 8th grade
These structures removed financial and systemic barriers while normalizing college access for all students.
Utilization of Quantitative Data
Penns Grove-Carneys Point Regional School District continuously monitored student progress, including academic performance, attendance, and credit attainment. This ongoing review ensured students remained on track through the program. Enrollment and completion data, such as the increasing number of students earning associate degrees, demonstrated program effectiveness and guided continuous improvement.
