The programs listed below were designated by the New Jersey Department of Education as pilot New Jersey Regional Deaf Education Centers of Excellence.

The Regional Deaf Education Centers of Excellence are programs that offer a wide range of direct and consultative services to in-district and out-of-district students who are deaf* within their region. Each program offers a menu of services that might include enrollment to out-of-district students and/or itinerant teacher services, as well as child study team evaluations, educational interpreters, speech/language specialists, and audiological consultations. Districts who have identified a student who is deaf and are seeking consultation, an appropriate program, or other services can contact the center in your region for guidance.

Additionally, the New Jersey Regional Deaf Education Centers of Excellence, along with the NJDOE Coordinator of Deaf Education, are available to partner with any district working to develop a program for students who are deaf.

Look for professional development opportunities for staff, regional parent engagement activities, and Deaf community involvement to be offered by the centers and announced on the NJDOE website.

Program Description: The BCSS programs for the Deaf and Hard of Hearing are the largest and most comprehensive in New Jersey. Children and their families from birth to twenty-one are provided services throughout the continuum and students are educated through a listening and spoken language or a total communication approach.

The listening and spoken language track focuses on the development of listening while developing speech and language skills, while the total communication track incorporates sign language in addition to speech and speech-reading. Both approaches emphasize access to communication while focusing on the development of communication skills through intensive speech and language therapy in conjunction with the use of residual hearing. Programs for the Deaf and Hard of Hearing are located in Midland Park and Hackensack. This arrangement offers students inclusion opportunities and interaction within an integrated general education setting. Collaborative teaching and consultative teaching models are used to offer support. Participation in lunch and recreation periods and a full range of academic and extracurricular activities are among the inclusion options offered. Students are eligible to participate in general education classes, physical education, sports, music, art, and library classes. A variety of cultural enrichment activities, such as performances by the National Theater of the Deaf, therapeutic recreation, field trips, sign language classes, and student and parent support groups are offered throughout the year. Sound Solutions offer support to students and staff regarding educating students with hearing loss within their home districts. This program consists of itinerant Teachers of the Deaf and Hard of Hearing, educational audiologists, and speech therapists. The focus of this support is to provide students with access to communication while fostering advocacy and social skill development. Our STARS early intervention program provides guidance, information, and support to families who have a child diagnosed with a hearing loss. Along with direct services, STARS invites families to participate in Baby & Me and Toddler & Me groups, parent support groups, and special presentations.

Program Description: CRESS has an interdisciplinary approach through the Deaf & Hard of Hearing Services Team offering a wide variety of services depending on the needs of the student. The service providers on our team: Educational Audiologist, Teachers of the Deaf, Educational Sign Language Interpreters, Speech Language Specialist, Behavior Specialist, and Assistive Technology Specialist.  Our services include: providing initial consultation for a student with a hearing loss (CRESS does not assess), participating in local (i.e., school site) child-study team meetings, providing consultative services to local school districts' personnel and the student’s hearing peers, providing direct and indirect educational/ instructional services to the deaf & hard of hearing student, leading in-service workshops to inform students, teachers and related school staff on hearing loss and its educational impact, providing additional support/guidance specific to hearing aids, cochlear implants, FM/DM systems, assistive technology, etc., and providing educationally certified sign language interpreters for events *RID certified interpreters available upon request.

Program Description: The Marie H. Katzenbach School for the Deaf provides academic, career and technical educational services to students who are Deaf and students who are Deaf with additional disabilities from preschool through the age of twenty-one. Curriculum in all areas is aligned with the New Jersey Learning Intents. A residential program (Monday-Thursday) is available for high school students, as well as a sports program for day and residential students. An important component of the Residential Program is the Educational Resource Center which provides tutoring and guided study time. A four-week extended school year program is offered in the month of July.

Program Description: Lake Drive Program is a receiving school for students who are Deaf and Hard of Hearing. Lake Drive Program provides a safe environment for all students to learn. Students' programs are based on their IEP (Individual Education Plan). Each student’s program is individualized to provide the optimal learning environment. Mainstream options are available throughout all the Mountain Lakes Schools. High school students in the Lake Drive Program attend Mountain Lakes High School and have the opportunity to participate in a shared time program at Morris County Vocational School. Students who attend the vocational school are currently enrolled in Culinary, Building/Grounds Maintenance and Retail/Supermarket programs. High School students also have the opportunity to participate in internships in the school district and in the community.       

In addition, Lake Drive Program has a team of itinerant Teachers of the Deaf who provide direct support and intervention to students with hearing loss that remain in their home school district. These contracted services are available on a weekly or monthly basis, as well as consultative support throughout the school year. The team is also available to provide in-service training for general education professionals working with students with hearing loss.     

Lake Drive Program has a Specialized Evaluation Team available to contract to complete evaluations.  The team is comprised of certified child study team professionals who have extensive knowledge about deafness and its educational impact, and experience working with students with hearing loss. All evaluators can communicate directly with students and parents who are Deaf/Hard of Hearing, using their primary mode of communication, including sign language.

Program Description: The program is implemented in an in-class resource setting. The students are supported by special education and general education teachers throughout the day. There are Teachers of the Deaf that support students either through a push-in or pull out model, depending on the guidelines of their IEP. There are additional educational interpreters to support students throughout the day. In the preschool setting, this person serves in an immersive instructor of ASL and support to the social and emotional interactions with peers. As students move up to the elementary grades, a natural transition to utilizing a traditional educational interpreter occurs. Staff throughout the building receive professional development to learn ASL so all students can interact with all staff. ASL clubs are created within the grade levels for interested students to learn ASL.  Related service availability includes Speech, OT, and PT. An educational audiologist consults with the school when a student enters the program, when program development is needed, and at the end of each year preparing for the next IEP and school year.  In terms of curriculum, staff have access to the Fairview Curriculum as needed for specific student needs. The school building has been equipped to meet the emergency needs of our Deaf and Hard of Hearing population through individualized beepers to signal an emergency as well as visual messaging systems and strobe light systems that signal an emergency.

Program Description: Students in our current program are mainstreamed into grade level classrooms. They receive in-class support and/or pull-out services depending on their individual needs. A full-time Teacher of the Deaf is on staff and works with the students as well as classroom teachers and district staff. Program Description: Bruce Street School for the Deaf, established in 1910, is one of the oldest day programs serving children who are deaf or hard of hearing in the country. The school provides a continuum of educational programming to a wide range of students including Deaf, Hard of Hearing, and those with multiple disabilities, serving students from preschool (age 3) through eighth grade. Located within the Dr. George Washington Carver Elementary School students have daily interactions with their general education peers. Each student’s program is individualized based upon their learning strengths, including participation in a leveled reading program to maximize literacy success. Inclusion classes are offered with itinerant services of a Teacher of the Deaf and Hard of Hearing as well as certified educational interpreters. Classes for students with multiple disabilities allow for individualized programming to accommodate a wide range of communication challenges. Speech and language services, educational audiology, occupational therapy and physical therapy are also available based on student needs.

Classes in community living and community-based instruction prepare our students with 21st century skills to become productive adults in their community. Trilingual (English/Spanish/American Sign Language) services are available to our families as well as American Sign Language as a world language class. Students may also choose to participate in a variety of after school activities and sports along-side their typical peers. Bruce Street School services residents of Newark, Essex, and surrounding counties. Students graduating from Bruce Street School matriculate to our secondary Deaf and Hard of Hearing Program at Newark's Technology High School. Technology High School is a highly ranked magnet public high school serving students in ninth through twelfth grades, located in the Broadway neighborhood in Newark, New Jersey's north ward. Students in the Deaf and Hard of Hearing program are afforded many academic inclusion opportunities throughout their secondary career as well as self-contained classes as deemed by their IEP needs.

Transition to ASL/English Bilingual Education: The deaf education program within the Newark Board of Education is beginning Year 2 of the transition to ASL/English Bilingual Education in order to maximize instructional practices, student support services and leadership strategies with the ultimate goal of improving academic achievement levels of deaf and hard of hearing students districtwide.

Program Description: CRESS has an interdisciplinary approach through the Deaf & Hard of Hearing Services Team offering a wide variety of services depending on the needs of the student. The service providers on our team: Educational Audiologist, Teachers of the Deaf, Educational Sign Language Interpreters, Speech Language Specialist, Behavior Specialist, and Assistive Technology Specialist.  Our services include: providing initial consultation for a student with a hearing loss (CRESS does not assess), participating in local (i.e., school site) child-study team meetings, providing consultative services to local school districts' personnel and the student’s hearing peers, providing direct and indirect educational/ instructional services to the deaf & hard of hearing student, leading in-service workshops to inform students, teachers and related school staff on hearing loss and its educational impact, providing additional support/guidance specific to hearing aids, cochlear implants, FM/DM systems, assistive technology, etc., and providing educationally certified sign language interpreters for events *RID certified interpreters available upon request.

Program Description: The Marie H. Katzenbach School for the Deaf provides academic, career and technical educational services to students who are Deaf and students who are Deaf with additional disabilities from preschool through the age of twenty-one. Curriculum in all areas is aligned with the New Jersey Learning Intents. A residential program (Monday-Thursday) is available for high school students, as well as a sports program for day and residential students. An important component of the Residential Program is the Educational Resource Center which provides tutoring and guided study time. A four-week extended school year program is offered in the month of July.

Program Description: The Neptune Township School District Deaf Education Regional Program provides a comprehensive education for students who are Deaf or Hard of Hearing from pre-kindergarten through grade 12. Our program follows a Total Communication philosophy within an inclusive environment. A variety of programming options are available, ranging from direct instruction from certified Teachers of the Deaf within a self-contained setting, to opportunities for inclusion within the general education setting with the support of certified educational interpreters and in-class support from certified Teachers of the Deaf. Program Description: Lake Drive Program is a receiving school for students who are Deaf and Hard of Hearing. Lake Drive Program provides a safe environment for all students to learn. Students' programs are based on their IEP (Individual Education Plan). Each student’s program is individualized to provide the optimal learning environment. Mainstream options are available throughout all the Mountain Lakes Schools. High school students in the Lake Drive Program attend Mountain Lakes High School and have the opportunity to participate in a shared time program at Morris County Vocational School. Students who attend the vocational school are currently enrolled in Culinary, Building/Grounds Maintenance and Retail/Supermarket programs. High School students also have the opportunity to participate in internships in the school district and in the community.       

In addition, Lake Drive Program has a team of itinerant Teachers of the Deaf who provide direct support and intervention to students with hearing loss that remain in their home school district. These contracted services are available on a weekly or monthly basis, as well as consultative support throughout the school year. The team is also available to provide in-service training for general education professionals working with students with hearing loss.     

Lake Drive Program has a Specialized Evaluation Team available to contract to complete evaluations.  The team is comprised of certified child study team professionals who have extensive knowledge about deafness and its educational impact, and experience working with students with hearing loss. All evaluators can communicate directly with students and parents who are Deaf/Hard of Hearing, using their primary mode of communication, including sign language.

Program Description: Governor Livingston High School has a Deaf and Hard of Hearing program for grades 9 - 12, up to the age of 21.  Our Deaf and Hard of Hearing program, which has been serving the deaf community for nearly fifty years, has Teachers of the Deaf, Speech pathologist, certified educational interpreters, self-contained classes with a Teacher of the Deaf, and mainstreamed classes with educational interpreters.  There are also many electives to choose from, such as TV Studio, Photography, Ceramics, DHH percussion, Woodworking and Modern Technology, Robotics, Family Consumer Sciences/Cooking courses, and a large variety of computer courses., to name a few options.

  • A unique aspect of our program is that we are not just a Deaf and Hard of Hearing Program within a hearing high school, rather our program is immersed in every aspect of Governor Livingston High School, from academics, clubs, electives, sports and music to the school plays. 
  • American Sign Language is offered to both hearing and Deaf/Hard of Hearing students as a world language.
