District Requirements

This section is intended to assist New Jersey district school personnel with the school registration of Multilingual Learners (MLs), instruction of MLs, and identify relevant federal and state policies applicable to MLs.  Under federal law, all children in the United States are entitled to a free public elementary and secondary education regardless of their race, color, national origin, citizenship, or immigration status. The May 8, 2014, Dear Colleague Letter on the Rights of all Children to Enroll in Public Schools reminds districts of their obligation to provide “equal educational opportunities to all children residing in their districts,” including undocumented children (Plyler v. Doe, 457 US 202 (1982).
