(a) The certain parts of State Highway Route NJ 439 described in this subsection are hereby designated and established as "no passing" zones:
1. In Union County:
i. In the City of Elizabeth, the Township of Union, and the Township of Hillside:
(1) No Passing Zones:
(A) For the entire length of Route NJ 439 within the corporate limits of the City of Elizabeth, the Township of Union, and the Township of Hillside (approximate mileposts 0.00 to 3.95).
