The Branch Manager acts as the local ambassador for libraries and library services. Plans, organizes, implements, and evaluates comprehensive branch services and programs for customers of all ages in accordance with the Ocean County Library Mission, Goals, and Strategic Plan. This includes community outreach, working closely with the local Friends of the Library, participating in System-wide committees and initiatives, attending the monthly Branch Managers' meetings, interpreting and influencing policy, and acting as the general liaison between the Library Administration and local staff and Friends.
Examples of Duties
The Branch Manager is responsible for coaching/mentoring staff, writing required reports, providing Reference and Reader's Advisory services, speaking to groups and community organizations, advocating for libraries and library services and championing the Diversity Initiative for inclusive policies and services for staff and the public.
The Branch Manager supervises budgeting and operations of the branch, ensure opportunities for continuing education and training, and ensure compliance with the N.J. Civil Service Commission regulations and the library's bargaining unit agreements.
The Branch Manager is the primary leader at the branch, and ensures the facility is safe, welcoming, and a focal point of the community. In addition, the Branch Manager may participate in local, State or National library organizations. Solid communication and problem-solving skills, positive outlook, and leadership abilities are a must.
Knowledge, Skills and Abilities
Knowledge of theories, objectives, principles, and techniques of librarianship.
Knowledge of Library Classification Systems.
Knowledge of form, content, and use of bibliographies and book lists.
Ability to appropriately organize library materials, including files, books, periodicals, digital media, etc.
Ability to take the lead, determine work to be accomplished, coordinate assignments, and instruct Librarian's 1 and/or other paraprofessional/technical staff in proper methods and techniques to utilize in the performance of their duties.
Ability to conduct library programs such as story hours, book talks, film programs, senior citizen programs, etc.
Ability to remain knowledgeable about library services, activities and facilities.
Ability to keep informed of current theories, objectives, principles, and techniques of librarianship; and adapt to modern technology, library trends and innovations.
Ability to keep informed of current events, and popular and local culture.
Ability to work harmoniously, creatively and respectfully with others.
Ability to work with professional associations toward the improvement of methods and techniques of library services.
Ability to give clear, concise, and informative talks before professional and nonprofessional groups.

Ability to prepare clear, sound, accurate, and informative statistical, financial, and other library reports containing findings, conclusions, and recommendations.
Ability to establish and maintain essential library records and files.
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Education and Experience Requirements
A Master's degree in Library or Information Science in a library program accredited by the American Library Association or from a New Jersey College Masters' program in Library Science that has been deemed acceptable by Thomas Edison State College.
One (1) year of professional Librarian experience
A New Jersey Professional Librarian certificate.
Appointees will be required to possess a driver's license valid in New Jersey as the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
