Additional information on debris planning can be found from many resources. The following are links to some documents the Department believes will assist you in planning for debris generating events.
FEMA Guidance Documents
The Federal Emergency Management Agency (FEMA) has guidance documents to assist municipalities and counties with planning for emergencies and submitting reimbursement requests to FEMA after a declared emergency.

This Federal Emergency Management Agency (FEMA) document provides eligibility guidance and information on reimbursement programs for debris emergencies and other emergency events
FEMA Debris Management Guide
The FEMA Debris Management Guide provides information on planning for debris management as well as general information on FEMA guidelines for debris management operations, such as eligible costs, choosing debris management sites, monitoring, and public assistance. This document has been superseded by the PAPP Guide, it still contains information that would be useful during a debris generating event.
FEMA Debris Monitoring Guide
The FEMA Debris Monitoring Guide provides information on how to monitor debris removal operations and properly document the work performed to ensure the work meets the FEMA guidelines for Public Assistance (PA) grant funding.
FEMA Public Assistance Alternative Procedures Pilot Program Guide for Debris Removal
In 2013, FEMA established a pilot program for alternative procedures for the Public Assistance Program whereby government entities may be eligible for additional reimbursement of funds. The pilot program currently is available through June 27, 2019. This guidance document provides information on the pilot program and participation requirements.
New Jersey County Office of Emergency Management Coordinators List
Each county in New Jersey has an Office of Emergency Management Coordinator that functions as a liaison between municipalities and the New Jersey Office of Emergency Management. A list of the OEMs for each county is found at this site.
