Citizens’ Advisory Committee Meeting
Operable Unit 1 - Off-Site Soil and Birch Swamp Brook Sediment:
Construction work began this spring to excavate and dispose off-site
pcb and arsenic-contaminated soil and sediment from Off-site Areas 1 &
2, the Birch Swamp Brook (from the firepond north to Texas Road), and
2 residential properties on Ryers Lane.
To date:
- Off-site Areas 1&2 - 5,400 cubic yards of soil and sediment excavated
and backfilled with clean soil. Seeding of the area began this week.
- Residential Properties - 90% of the area to be remediated has been
excavated. The remaining area is a wedge of soil along the bank of the
brook which will be addressed during the brook cleanup. Post excavation
sampling of the excavated area has indicated additional areas to be
excavated. This excavation should occur next week.
- Firepond - 669 cubic yards of sediment were excavated.
- Birch Swamp Brook - Water from the brook in the areas where work is
ongoing continues to be diverted. To date, the brook has been excavated
from the firepond north to approximately 300 feet past off-site areas
1&2.
Operable Unit 2 - Ground Water:
(no monitoring since the 2002 event. Lab analysis done in May 2002 identified
the dense bacteria) In a letter dated July 14, 2004, EPA has recommendedthe
ground water pump and treat system not be constructed until after the
remediation of the main site. The recommendation is based on the fact
that ground water contamination hs not migrated offsite and, upon removal
of the onsite soil and oil product, the proposed system may be unnecessary.
Until another round of sampling occurs to confirm the ground water status,
DEP will not concur with this recommendation. The next round of ground
water sampling will occur after completion of the OU2 construction (January
2005).
Floating product - To date, 10,000 gallons of product has been recovered
and disposed of, with approximately 700 additinal gallons of product currently
in the recovery tank.
Operable Unit 3 - On-Site Soils:
Design work has been underway for the past year to impelment the on-site
remedy. The Record of Decision calls for the excavation and off-site disposal
of an estimated 80,000 cubic yards of contaminated soil and waste pile
material and the off-site disposal of 5,000 gallons of oil product recovered
from the site. Draft design documents are expected to be complete by the
end of the year with 95% design anticipated by June 2005.
Major components of the remedy include:
- Dismantle site buildings and tank farms, as necessary
- Excavation of an estimated 80,000 cubic yards of soil and off-site
disposal
- Removal of free product uncovered during excavation (est. 5,000 gallons)
- Restoration of the wetlands affected by cleanup activities
