Certain site conditions and observed ground water quality can be used to determine if soil contaminated with metals or semi-volatile organic compounds are impacting ground water quality. At Areas of Concern (AOCs) where the highest concentration of soil contamination is present at the water table and no impact to ground water is observed, no remediation for the impact to ground water pathway is required. Pertinent site conditions include the age of the discharge and the location of the highest soil contamination. Approval from the Department of these compliance options would result in an unconditional no further action for soils for the impact to ground water pathway. In this instance, soil identified as exceeding the site specific Impact to Ground Water Soil Remediation Criteria (IGWSRC) may not require remediation and compliance with the impact to ground water pathway will be approved provided the following conditions are all met:
