[SRRA]: Request for interested Stakeholders to serve as Committee Members for the development of Technical Guidance on the Alternative Remediation Standards for the Ingestion-Dermal and Inhalation Exposure Pathways, as well as the EPH Protocol

The Department is currently developing amendments to the Remediation Standards. The first phase of this process has been completed, which consisted of meeting with external Stakeholders to obtain input and feedback on content and rule language. The next phase of the process is the development of Technical Guidance on how to implement the alternative remediation standards. Also at this time, the "Protocol for Addressing Extractable Petroleum Hydrocarbons" is being amended and updated.

The Department is currently soliciting interested Stakeholders with the appropriate background and expertise to serve as Committee Members on the following two Technical Guidance Committees:

1. Alternative Remediation Standards for the Ingestion-Dermal and Inhalation Exposure Pathways

   * Candidates interested in this Committee should have a strong risk assessment background and familiarity with the ingestion-dermal and/or inhalation pathways. Participants should also have a working knowledge of the USEPA's Lead Models (IEUBK, ALM), and an understanding of intermittent/variable exposures at lead sites.

2. Extractable Petroleum Hydrocarbons (EPH) Protocol

   * Candidates interested in this Committee should have a good understanding of soil physics and contaminant transport as it relates to petroleum hydrocarbon contamination in porous media.

These Technical Guidance Committees will work at an accelerated pace to complete their Guidance documents so they are available to use when the Remediation Standards rule is adopted in January 2017 (tentative date for planning purposes). These Committees will consist of a five member team (2 DEP staff and 3 Stakeholders). Additional participants may be recruited that have expertise and/or technical skills in specific areas that can benefit the work of the Committee and enhance document quality. It is anticipated that the guidance teams will commence meetings in August, and that they will meet once every other week or more frequently when needed. Meetings will occur at the DEP building in Trenton, however, conference calls and/or web-based teleconferencing sessions (e.g., "gotomeeting") may also be used to help facilitate the process.

Stakeholders interested in participating on either of these Technical Guidance Committees should email a letter of interest to George Nicholas (SRP Technical Guidance Chairperson) at George.Nicholas@dep.nj.gov by close of business on Friday, July 24, 2015.

The Letter of Interest should include:

• Contact information for the Stakeholder;
• Contact information for the Stakeholder;
• A narrative that explains how their qualifications match the desired background for a Committee Member as described above; and
• A statement that confirms that the Stakeholder has Management approval (if applicable) to devote the time and effort required to effectively participate on the Committee. This includes attending all Committee meetings, actively providing input and feedback during Committee discussions, completing work assignments in a timely manner and committing to see the process through to completion.
