[SRRA]: New/Updated Forms Posted to Site Remediation Program Web Page and New NJDEP Online Service for Submission of Remedial Investigation Reports

The New Jersey Department of Environmental Protection (Department) announces a major update to the Site Remediation Program's SRRA Forms Page (www.nj.gov/dep/srp/srra/forms/). This includes reorganizing the page, revisions to many of the paper forms, and introduction of a "Cover/Certification Form" to eliminate redundancy when multiple remedial phase reports are submitted at the same time.

In addition, the Department announces the availability of the “Remedial Investigation Report Online Service” (RIR Online Service), which allows persons to file both the Remedial Investigation (RI) Form and Report electronically. Instructions are available on the SRP SRRA Forms Page (www.nj.gov/dep/srp/srra/forms/).

Training was provided for the Case Inventory Document (CID) and RIR Online Service in April 2014, and can be reviewed on the Department website at Online Services Handout and NJDEP Online Services and New Electronic Case Inventory Document Webinar. Please note that the RIR Online Service can only be completed using Version 1.3 of the CID, which was made available on June 25, 2014.

Use of the RIR Online Service is currently not mandatory. Pursuant to the Administrative Requirements for the Remediation of Contaminated Sites (N.J.A.C. 7:26C-1.6(c)), use of the RIR Online Service will become mandatory 90 days after the Department publishes a notice in the New Jersey Register stating that the RIR Online Service is available. Until such time, either the RIR Online Service or paper RI Report Form may be submitted.

Also, the Remedial Timeframe Notification Form was updated and posted on October 23, 2014. This form has three primary purposes: 1) request an extension of a regulatory, mandatory timeframe, or site specific remediation timeframe [N.J.A.C. 7:26C-3]; 2) to modify the applicable remedial investigation regulatory timeframe due to the discovery of additional contaminated media other than soil; and 3) lengthen the timeframe based on site complexity [N.J.A.C. 7:26E-4.10(b)]. Once this form is received and processed by the Department for media, complexity and extensions that meet the criteria outlined in N.J.A.C. 7:26C-3.2 (b), the regulatory and mandatory timeframes will be adjusted and should be reflected in Data Miner reports.
