[SRRA]: New Jersey Register Notice Regarding Mandatory Use of NJDEP Online Services

On September 4, 2018, the New Jersey Department of Environmental Protection (Department) published a Notice in the New Jersey Register that the use of the NJDEP Online Services are available for the submission of the Preliminary Assessment (PA), Preliminary Assessment/Site Investigation (PA/SI), Site Investigation (SI), Confirmed Discharge Notification (CDN), and General Information Notice (GIN). A copy of the Notice is included below. This message is a follow-up reminder that in accordance with N.J.A.C. 7:26C-1.6(c), the use of these services will become mandatory 90 days from publication of the Notice, or on December 3, 2018, unless otherwise instructed by the Department. The ability to submit the PA, PA/SI and SI voluntarily through the NJDEP Online Service has been available since April 20, 2017. The ability to submit the CDN and GIN voluntarily through the NJDEP Online Service has been available since October 11, 2017.

Instructions for filing the forms online and specific instructions for using the Online Services can be found on the Site Remediation and Waste Management Program forms page at www.nj.gov/dep/srp/srra/forms.

Notice of Mandatory Use of Online Portal for the Submission of the Preliminary Assessment, Preliminary Assessment/Site Investigation, Site Investigation, Confirmed Discharge Notification, and ISRA General Information Notice (PA, PA/SI, SI, CDN, and GIN Online Services)

Take notice that the New Jersey Department of Environmental Protection (Department) hereby gives notice that its online portal for the submission of the Preliminary Assessment, Preliminary Assessment/Site Investigation, Site Investigation, Confirmed Discharge Notification, and ISRA General Information Notice is available, which allows persons to file electronically.

Pursuant to N.J.A.C. 7:26C-1.6(c), within 90 days after the date that the Department informs the public, by a notice in the New Jersey Register, that an electronic portal is available, the person responsible for conducting the remediation shall submit to the Department via the electronic application such documents specified by the Department that are required by the Administrative Requirements for the Remediation of Contaminated Sites, N.J.A.C. 7:26C, and the Technical Requirements for Site Remediation, N.J.A.C. 7:26E.

Accordingly, beginning on December 3, 2018, the Preliminary Assessment, Preliminary Assessment/Site Investigation, Site Investigation, Confirmed Discharge Notification (except for submissions where historic fill is the only contaminated area of concern), and ISRA General Information Notice (except for submissions with a claim of confidentiality) shall be filed electronically through NJDEP Online, http://www.nj.gov/dep/online/.
