[SRRA]: NJ Site Remediation Professional Licensing Board Reflects on Ten Years of the Site Remediation Reform Act

Enactment of the Site Remediation Reform Act (SRRA) on May 7, 2009, transformed site remediation in New Jersey, creating the designation of Licensed Site Remediation Professional (LSRP) and establishing the Site Remediation Professional Licensing Board (the Board) to oversee all aspects of the licensing and conduct of LSRPs.

Some highlights of the Board's accomplishments over the last 10 years include:

• Developing and administering nine LSRP examinations,
• Licensing of over 700 LSRPs who conduct remediation and hold as their highest priority the protection of public health and safety and the environment,
• Developing applications, standards and approval processes for initial licenses and license renewal,
• Completing over 377 audits (as of April 30, 2019) to evaluate the performance of LSRPs and to determine compliance with applicable rules and regulations,
• Establishing requirements for the continuing education of LSRPs,
• Approving approximately 450 courses for LSRP continuing education credits (as of April 30, 2019), including the Board's Ethics course discussed below,
• Promulgating the Board's Rules in January 2016 to implement the provisions of SRRA,
• Adopting Standards of Professional Conduct to specify the responsibilities of LSRPs,
• Making final determinations on 45 complaints (as of April 30, 2019) filed against LSRPs and 2 against non-LSRPs, and posting those disciplinary decisions on the Board website,
• Collecting the fees necessary to operate the LSRP program, and
• Developing a Board website for quick access to information, including license applications, Board statements and guidance documents, approved continuing education courses, and up to date information on the LSRP examination.

In April of 2019 the Board developed and delivered a course entitled "Ethics and the Standards of Professional Conduct" to provide an understanding of not only the Board's perspective on this important topic, but also how the Board operates and what the Board considers in determining if an LSRP is in violation of the Standards of Professional Conduct. The course introduced the basic guiding principles of ethical conduct, the expectations society has of persons deemed professionals, the exercise of independent professional judgment, and how those components form the foundation of the standards of professional conduct. The concepts were brought to practical life with case scenario exercises, and the filled-to-capacity course was very well-received.

The Board looks forward to future opportunities for working with LSRPs, the NJDEP, and the public in the protection of the residents and environment of New Jersey.
