[SRRA]: Site Remediation and Waste Management Program's "Evaluation of Extractable Petroleum Hydrocarbons (EPH) in Soil Technical Guidance" and July 23, 2019 Training

The New Jersey Department of Environmental Protection (Department) announces the availability of the "Evaluation of Extractable Petroleum Hydrocarbons in Soil Technical Guidance" (Version 1.0, June 2019). Training on this technical guidance will be held on July 23, 2019 from 9:00 AM to 12:30 PM (check-in at 8:30 AM) in the DEP Public Hearing Room, 401 E. State Street, Trenton.

This technical guidance provides direction for evaluation of EPH soil sample data from the site investigation, remedial investigation, and remedial action phases at sites with petroleum discharges pursuant to the Department's Technical Requirements for Site Remediation (Technical Rules, N.J.A.C. 7:26E) and the Department's guidance library.

This guidance supersedes the "Protocol for Addressing Extractable Petroleum Hydrocarbons" (Version 5.0, August 9, 2010). The primary differences between the August 2010 EPH Protocol and the new EPH technical guidance are:

• Addition of six EPH-applicable petroleum products to Table 2-1 of N.J.A.C. 7:26E-2.1 that post-dated the August 2010 EPH Protocol and are addressed in this technical guidance
• Addition of an equation and spreadsheet calculator to calculate AOC-specific EPH alternative product limit concentrations
• Default product limit of 8,000 milligrams per kilogram (mg/kg) EPH typically associated with Category 1 EPH is now designated to some Category 2 petroleum products
• Establishment of an EPH ceiling concentration of 30,000 mg/kg EPH
• Inclusion of compliance averaging options for the ingestion-dermal exposure pathway for EPH Category 1 residential and non-residential soil remediation criteria
• Updating the calculator spreadsheet to exclusively calculate EPH Category 2 sample-specific soil remediation criteria for residential and nonresidential land use endpoints (the calculator no longer compares to the EPH product limit)

The training session will provide LSRPs and other interested parties with:

• EPH fundamentals and overview of document changes
• Evaluating the EPH soil sample analytical data from sites with petroleum discharges pursuant to the Department's Technical Rules, N.J.A.C. 7:26E (Category 1, Category 2, or mixture) for residential and nonresidential land use endpoints
• Derivation of a product limit concentration equation
• Lithologic and conductivity effect on product limit concentrations
• Procedures for developing an AOC-specific EPH alternative product limit
