[EXTERNAL]: Submission of Public Notification and Outreach Form Service now available through NJDEP Online

Public Notification and outreach is required pursuant to the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) at N.J.A.C. 7:26C-1.7. To assist the regulated community in providing information documenting compliance with this requirement, the New Jersey Department of Environmental Protection (Department) has revised the Public Notification and Outreach Form and developed a new NJDEP Online Service where it is to be uploaded. The link to submit the Public Notification and Outreach Form and supporting information will appear automatically in NJDEP Online within LSRP-Related Services, located in the Notifications Section along with the Retention Service.

The new version of the Public Notification and Outreach Form (Form) is electronically fillable. Download the new version of the Form from the Site Remediation Program forms page, (https://www.nj.gov/dep/srp/srra/forms/public_notification_outreach.pdf) but do not print or scan the form. Complete the Form on your computer, save it, and upload it in the Service along with the "Authorization to Submit a Report or Form Online Form," also available on the forms page.

Although the Form can still be submitted as an attachment in other Remedial Phase services, be aware that the Form must be submitted within 14 days of the Public Notification (N.J.A.C. 7:26C-1.7 (g)). Pursuant to N.J.A.C. 7:26C-1.7(h) and (l), the Public Notification itself must be completed 14 days prior to commencing initial field activities associated with the remedial investigation, or within 14 days after the determination that contamination has migrated off site. See N.J.A.C. 7:26C-1.7 for all notification types and timeframes. The dates triggering public notification are required fields in the Public Notification and Outreach Form and will be used to verify compliance.

Pursuant to the ARRCS at N.J.A.C. 7:26C-1.6(c), the use of a new Online Service will become mandatory 90 days after the Department publishes a notice in the New Jersey Register stating that the Online Service is available. Until such time, the Department encourages the use of the Online Service for submission of the Public Notification and Outreach Form, however a paper version of the Form may be submitted.

Since there is now an Online Service to submit this Form, please discontinue sending the Public Notification and Outreach Form to srp_submissions@dep.nj.gov.
