[EXTERNAL]: Contaminated Site Remediation & Redevelopment's GenX Interim Soil and Soil Leachate Remediation Standards Available

In conjunction with the New Jersey Department of Environmental Protection (NJDEP) Division of Water Monitoring, Standards and Pesticide Control's issuance of an Interim Specific Ground Water Quality Standard for hexafluoropropylene oxide dimer acid and its ammonium salt (GenX) (https://www.nj.gov/dep/wms/bears/gwqs.htm), NJDEP's Contaminated Site Remediation & Redevelopment (CSRR) program is pleased to announce the posting of an interim soil remediation standard for the migration to ground water exposure pathway and an interim soil leachate remediation standard for the migration to ground water exposure pathway for GenX. These postings are in accordance with the Remediation Standards at N.J.A.C. 7:26D-6.

The area of concern (AOC)/site-specific soil remediation standard for the migration to ground water exposure pathway will be developed using the synthetic precipitation leaching procedure (SPLP) and the NJDEP's PFAS SPLP Calculator. See the "Alternative Remediation Standards Technical Guidance for Soil and Soil Leachate for the Migration to Ground Water (ARS-MGW) Exposure Pathway" guidance (https://nj.gov/dep/srp/guidance/srra/ars_migration_to_gw_guidance.pdf) for details on using SPLP results to determine an AOC/site-specific soil remediation standard for the migration to ground water exposure pathway.

The interim remediation standards for soil and soil leachate for the migration to ground water exposure pathway are published in the June 5, 2023 New Jersey Register and are posted on CSRR's Interim Remediation Standards Webpage (https://nj.gov/dep/srp/guidance/rs/interim_soil_ia_rl_rs.html). The effective date of the interim soil and soil leachate remediation standards for the migration to ground water exposure pathway for GenX is June 5, 2023. All supporting information can be accessed through the Interim Remediation Standards website. The interim remediation standards are as follows:

NJDEP Interim Soil and Soil Leachate Remediation Standards

Contaminant CAS No. Interim Soil Remediation Standard Migration to Ground Water (mg/kg)1 Interim Soil Leachate Remediation Standard Migration to Ground Water (µg/L)2
Hexafluoropropylene oxide dimer acid and Its ammonium salt (GenX) 13252-13-6 & 62037-80-3 Area of Concern/Site-specific3 0.40

1mg/kg is equivalent to parts per million (ppm).
2µg/L is equivalent to parts per billion (ppb).
3To be calculated using SPLP and the NJDEP's PFAS SPLP Calculator.

Implementation of the SRS-MGW will be handled in the same manner as indicated in the document "Addressing Contaminants of Emerging Concern (CECs) and Remedial Investigation and Remedial Action Timeframes for Existing Cases (October 17, 2022)" found at https://www.nj.gov/dep/srp/guidance/srra/cecs_timeframes_existing_cases.pdf and the November 10, 2022 training at the 1:25:15 mark (https://www.youtube.com/watch?v=wBJjA1ddZzc).
