DEP Announces Next Application Period for Unregulated Heating Oil Tank Program

Applications for environmental professionals seeking pre-qualification under the Unregulated heating Oil Tank Program are being accepted by DEP until May 28, 2008. Environmental Professionals are encouraged to review the Unregulated Heating Oil Tank Program Guidance and the NJDEP Unregulated Heating Oil Tank Program Application and apply if they meet the specified criteria. The Unregulated Heating Oil Tank Program Guidance explains the qualification criteria and the terms of the Unregulated Heating Oil Tank Program.

The Department encourages anyone interested in participating in this program to apply for an upcoming New Jersey UST Certification in Subsurface Evaluation exam. Information regarding UST Certification can be found at https://www.nj.gov/dep/srp/regs/ust/ or by calling Exams and Licensing at (609) 777-1013.

Cleanup Stars who posses a valid New Jersey UST certification in subsurface evaluation must also apply to participate in the program. Completed applications for the Unregulated Heating Oil Tank Program must be received by the DEP by 4:00 PM on May 28, 2008.

All prospective pre-qualified environmental professionals must attend an orientation session to be eligible to participate in the Program. The dates for the orientation sessions are June 9, 2008, from 1:00 pm to 12:00 pm, June 13, 2008 from 9:00 am to 12:00 pm and June 16, 2008, from 9:00 am to 1:00 pm. Reservations for the orientation must be made by email to Gary.Sanderson@dep.nj.gov. Selection of dates and confirmation of reservations will be made on a first received basis.

Be advised that new unregulated heating oil tank cases entering the Voluntary Cleanup Program and seeking traditional Department oversight will experience delays exceeding eight months based on the Department's current workload. Due to the overwhelming demand for remediation oversight, the Department has developed the Unregulated Heating Oil Tank Program to expedite the review and approval of remediation activities for most residential heating oil tank cases. Parties seeking an expeditious review of submitted documents are strongly encouraged to consider this innovative program.
