Savings and Discount Programs
There are many programs available to help low-income older adults and individuals with disabilities save money.
The online NJSAVE application can screen and enroll you for a number of programs that help individuals with disabilities and low-income seniors save on prescription drugs, Medicare premiums, hearing aids, utility bills, and other expenses.
To get started, visit the NJSAVE application and answer a few basic questions to see if you qualify.
In addition, you can apply for NJ ABLE, a savings account with tax advantages that helps individuals with disabilities pay for many daily, disability-related expenses without losing eligibility for assistance programs, like SSI and Medicaid. Some individuals may also be able to establish Special Needs Trusts or Qualified Income Trusts to hold funds in ways that do not jeopardize their eligibility for needs-based benefits.

NJSAVE
NJSAVE helps individuals with disabilities and low-income seniors enroll in programs that save money on prescription drugs, Medicare premiums, hearing aids, utility bills, and other expenses.
With one application, you will be screened for and, if eligible, enrolled in several programs, including:
- Pharmaceutical Assistance to the Aged and Disabled (PAAD)
- Senior Gold Prescription Discount Program
- Lifeline Utility Assistance
- Medicare Savings Programs (SLMB & QI-1)
- Medicare Part D's Low Income Subsidy (LIS, also known as "Extra Help")
- Hearing Aid Assistance to the Aged and Disabled (HAAAD)
The application will also screen you for several other assistance programs, and if you qualify, your information will be forwarded for enrollment. These programs include:
- Universal Service Fund (USF)
- Low-Income Heating and Energy Assistance Program (LIHEAP)
- Supplemental Nutrition Assistance Program (SNAP)

NJ ABLE
With NJ ABLE, individuals with disabilities can open a savings account to pay for many daily, disability-related expenses without losing eligibility for assistance programs, like SSI and Medicaid.
You may be eligible if:
- Your disability was present before the age of 26
and at least one of the following applies:
- You experience legal blindness as determined by the Social Security Act
- You have self-certified your disability status and history with an official disability
NJ ABLE accounts help you save more with special tax advantages. The earnings on your investments are federally tax-deferred and tax-free if used for qualified disability expenses. That helps your savings compound, earning returns on your returns.
Qualified disability expenses are any expenses incurred as a result of living with a disability and are intended to improve your quality of life, such as:
- Assistive technology
- Basic living expenses
- Education
- Health and wellness
- Housing
- Transportation
- Legal fees
- Employment training and support
- Personal support services

MVC Vehicle Registration Discounts (PAAD, SSI, and Lifeline)
Helps eligible individuals save on vehicle registration fees.
The Basics
You may qualify for discounted vehicle registration fees through the New Jersey Motor Vehicle Commission (MVC) if your vehicle is registered to you and you receive certain assistance programs.
This discount applies to passenger vehicles and non-commercial trucks only.
Who Is Eligible?
You may be eligible if you receive one of the following programs:
- Pharmaceutical Assistance to the Aged and Disabled (PAAD)
- Supplemental Security Income (SSI)
- Lifeline
To Apply
To claim the registration discount, you must present one of the following at the time of vehicle registration:
- A copy of your current PAAD card
- A copy of your SSI card
- Proof of Lifeline eligibility
The card or documentation must be in the name of the vehicle owner.
Lifeline recipients:
You can request a letter verifying your eligibility by calling the Division of Aging Services at 1-800-792-9745.
This letter must be presented when you register your vehicle.
