David Kovach, P.G.

David is responsible for managing the DRBC's Project Review Section, which implements the Commission’s regulations through its Compact Section 3.8, Southeast Pennsylvania Groundwater Protected Area and Floodplains Regulatory Approvals programs.

In addition to preparing recommendations for Commission approval, David and his team investigate groundwater withdrawal interferences, as well as discharge and withdrawal complaints. Project Review staff conduct reviews of ongoing monitoring reports and work to ensure compliance and enforcement of discharge, withdrawal and pass-by flow monitoring. David assists in the development and effectuation of regulations, plans, policies and projects relating to the development, management, utilization and conservation of the water resources of the Delaware River Basin.

David joined the DRBC in 2008 as a hydrogeologist in the Project Review Section and has been given increasing responsibilities since that time. Prior to his tenure with the DRBC, David worked in the private sector as a consulting geologist conducting hydrogeologic investigations for groundwater supply projects, karst investigations and sinkhole mitigation, land-based wastewater discharge feasibility investigations and geotechnical investigations. David has also been a soil laboratory technician, an environmental field chemist and a regulatory compliance officer and chemist at a soil remediation plant.

David holds a B.S. in geology from Temple University, Philadelphia, Pa. David is a licensed professional geologist in the Commonwealth of Pennsylvania.
