"Public participation is a blueprint for problem solving. It establishes the framework, the rules of the game, so that diverse interests can share information, learn, evaluate, compromise, develop trust, agree and then act."
--Merilyn Reeves, Director, League of Women Voters of the U.S., 1986 (speaking at a celebration of the DRBC's 25th Anniversary)
