Work-Based Learning Handbook

This handbook is meant to serve as a resource for secondary high school district personnel in developing, implementing and evaluating quality Work-Based Learning (WBL) programming for all students. The information contained in this WBL Handbook pertains to all high school students in New Jersey school districts that are participating in WBL experiences (formerly referred to as structured learning experiences, SLE) per N.J.A.C 6A:19-4. Students enrolled in approved CTE programs of study may require additional exigencies as noted throughout the handbook.

Please Note: In reference to section 6.5 Employment Certificates on page 26 of the Work-Based Learning Handbook, per P.L. 2022, c.63, the working paper process is now managed solely by the New Jersey Department of Labor and Workforce Development (NJDOL).The New Jersey Department of Education (NJDOE) is no longer involved with the working paper process.A new online application for teenagers who need working papers can be found at MyWorkingPapers.nj.gov.NJDOL has established a dedicated customer service phone line (609-659-9047) and email address myworkingpapers@dol.nj.gov for inquiries about the new process for obtaining digital working papers in New Jersey.
