Office of Emergency Medical Services (OEMS)

The Office of Emergency Medical Services (OEMS) certifies more than 20,000 Emergency Medical Technician (EMTs) and licenses more than 1,700 Mobile Intensive Care Paramedics (MICP's) as well as licensing mobility assistance vehicles, ambulances, mobile intensive care units, specialty care transport units and air medical units totaling more than 4,500 vehicles.

Created in 1967, Office of Emergency Medical Services (OEMS) was the first office of its kind in the United States. OEMS is part of the department's division of Division of Disaster Preparedness, Resiliency, and Emergency Medical Services (DPREMS).

Security Alerts

  • All OEMS staff carry State of New Jersey picture identification cards. If you or your service are questioned or stopped by someone claiming to be an OEMS employee and you do not know that person, ask to see his/her state-issued ID card. If you have any further questions after seeing the ID card, please call OEMS for confirmation of the person's identity.

  • Visitors to OEMS: All visitors MUST have a scheduled appointment with OEMS staff. No walk-ins will be permitted. Visitors must have a valid government photo ID with them to present to security upon entering the building. Thank you for your cooperation.

EMS Clinical Protocols

NJ EMS Community,

On January 3, 2023, the Department of Health, Office of Emergency Medical Services (OEMS) issued a guidance memo advising the EMS regulated community of new statutory revisions to the New Jersey Emergency Medical Services Act (OEMS) N.J.S.A. 26:2K-7 to -74 (See P.L. 2022, c.118).  In the guidance memo, OEMS explained the amendments to the Act and how OEMS was implementing the amendments pending official changes to the rules at N.J.A.C. 8:41 and N.J.A.C. 8:41A.  Included in the memo was a recommendation that all NJ paramedics responding to 911 calls on MICUs use the 2022 NJ Clinical Practice Guidelines for the advanced life support provider that was developed and adopted by the Mobile Intensive Care Advisory Council  to ensure that the most up-to-date, high quality medical care was provided to emergency medical patients.

On February 10, 2025, the Mobile Intensive Care Advisory Council approved revisions to the protocols.  Accordingly, to continue to provide emergency medical patients with high quality care, OEMS recommends that these updated protocols be utilized by all basic and advanced life support clinicians.

2025 New Jersey EMS Clinical Practice Protocols & Guidelines

BLS Nerve Agent Antidote Auto-Injector Waiver

We are pleased to announce the issuance of a new waiver authorizing an expansion to the Basic Life Support scope of practice. This waiver allows for enhanced capabilities among BLS providers to better support patient care in the field.

Additional details, including implementation guidance are outlined in the attached waiver.

***BLS Nerve Agent Antidote Auto-Injector Waiver***

Executive Directive No. 25-001 (Administration of Buprenorphine by Licensed Paramedics)

Today Commissioner Baston enacted an Executive Directive expanding the scope of Buprenorphine or its equivalent for paramedics to include the treatment of opioid withdrawal without the pre-requisite of receiving an opioid antidote. This important advancement will assist our clinicians in better meeting the needs of this vulnerable population. Below is the full executive directive.
