Quarterly Census of Employment and Wages: Overview
The Quarterly Census of Employment and Wages (QCEW) is a quarterly count of employment, establishments, and wages reported by employers covered under the New Jersey Unemployment Compensation law. The QCEW covers more than 95 percent of New Jersey jobs available at the state, county, and municipal level, by detailed industry.
The primary source for the QCEW is administrative data from the New Jersey unemployment insurance compensation program. These data are supplemented by data from two U.S. Bureau of Labor Statistics (BLS) surveys: the Annual Refiling Survey and the Multiple Worksite Report. Before publication, BLS and New Jersey Department of Labor and Workforce Development staff review and enhance the QCEW data, converting errors to correct values and confirming and annotating unusual movements.
An establishment is commonly understood as a single economic unit, such as a farm, a mine, a factory, or a store, that produces goods or services. Establishments are typically at one physical location and engaged in one, or predominantly one, type of economic activity for which a single industrial classification may be applied. An establishment is in contrast to a firm, or a company, which is a business and may consist of one or more establishments, where each establishment may participate in a different predominant economic activity.
The basis for the assignment and tabulation of economic data by industry code is provided by the North American Industry Classification System (NAICS). To ensure the accuracy, timeliness, and relevance of the industry classification, NAICS is reviewed every five years to determine what, if any, changes are required. In conjunction with its counterparts in Mexico and Canada, the U.S. Office of Management and Budget developed the most recent revision, NAICS 2017. This revision will be incorporated with the release of first quarter 2017 Quarterly Census of Employment and Wages (QCEW) data.

The following are downloadable compressed (ZIPPED) files. They contain employment and wages covered by unemployment insurance for all New Jersey, its 21 counties and its 566 municipalities as of the third quarter for 1991 through 2000 at the two and four digit Standard Industrial Classification levels. Data for the years 2001 and 2002 are available on the North American Industrial Classification System and is not comparable with data from earlier years. The files have been compressed using PKZIP. You will need PKUNZIP 2.04 or higher to uncompress them.

Beginning with 2015 data, the New Jersey Quarterly Census of Employment and Wages (QCEW) program will begin producing quarterly data on establishments, employment, and wages stratified by size of establishment. The size class of each establishment is determined by the reference quarter’s average employment level. Data is available at the 2-digit NAICS sector level.
It is important to note that each establishment of a multi-location firm is tabulated separately into the appropriate size category. The total employment level of the reporting multi-location company is not used in the size tabulation.
Due to confidentiality rules, some size class data may be suppressed. These suppressed fields are annotated on the worksheets below.
An alternate source of data by company or firm size is the BLS Business Employment Dynamics program which produces tabulations on employment levels as well as employment dynamics stratified by firm size.

The Multiple Worksite Report (MWR) form is used to obtain employment and wage data for businesses operating more than one worksite under one Unemployment Insurance (UI) account within New Jersey. Employers who conduct business operations in more than one location within New Jersey are required to complete the Multiple Worksite Report under Section 43:21-11(g) of the New Jersey Unemployment Compensation Law.
The data provided in this form are necessary for this division to accurately compile and report summary statistics reflecting economic conditions as they relate to business activities throughout New Jersey. All information collected on this form is shared with the U.S. Department of Labor’s Bureau of Labor Statistics as part of a Federal/State cooperative effort.
The information collected on this form will be used for statistical, Unemployment Insurance program purposes, and other usages in accordance with the law. New Jersey Unemployment Compensation law states that information reported regarding the names, addresses, and NAICS codes of employers is not considered confidential by New Jersey and may be released to the general public. Employment and wage data (along with client information) are confidential and may only be shared with other government agencies who demonstrate a legitimate need for the data, and who guarantee to protect the confidentiality of the data.
