In addition to land use regulation, Plan Conformance requires the development, adoption, and implementation of resource management planning and protection programs. The Highlands Council provides technical assistance and grant funding to support such programs. Support materials for all required programs will be posted here as the relevant guidance is developed and released by the Highlands Council. Stormwater Management Water Use and Conservation Management Watershed Implementation Plans Although materials below are intended primarily for use by municipalities within the Highlands Region (and grant funding is available to support associated work for municipalities that are conforming with the Highlands RMP) the principles, strategies and methods outlined within are applicable to any municipality and may be of interest to other stakeholders.

Additional Resources Water Use and Conservation Management The Highlands Regional Master Plan (RMP) requires that conforming municipalities develop Water Use and Conservation Management Plans (WUCMPs) that reflect the policies and objectives of the RMP, and provides guidance materials to support this work: WUCMP Pilot Program The documents below are the results of the WUCMP Pilot Program and may assist in the development of municipal WUCMPs in support of Plan Conformance. Please contact your Highlands Council liaison for assistance in completing the required components of the grant-funded work. Pilot areas include all or portions of the municipalities indicated below.
