Applications for three electric vehicle and charger incentive programs are due on May 16, 2022
Trenton, NJ. — The application window for three electric vehicle (EV) incentive programs developed by the New Jersey Board of Public Utilities (NJBPU) will close on Monday, May 16, 2022. The EV Tourism Program, Clean Fleet EV Incentive Program, and Multi-Unit Dwelling (MUD) EV Charger Incentive Program were developed to incentivize EV charging infrastructure throughout the State spurring adoption and leveraging economies of scale. Through these three programs, NJBPU is encouraging electric vehicle adoption and increasing electric vehicle infrastructure, positioning New Jersey as a leader in building a green economy.

 

Accounting for 40% of the State’s greenhouse gas emissions, electrifying New Jersey’s transportation sector is a key part of Governor Murphy’s goal of 100% clean energy by 2050. The EV Tourism Program, Clean Fleet EV Incentive Program, and MUD EV Charger Incentive Program all contribute to the State’s electrification goals. The applications for these three programs are due by 5 p.m. on Monday, May 16, 2022.

 

“Electrifying our transportation sector requires a multi-faceted adoption effort that involves the special consideration of not only electric vehicle costs, equity, and accessibility but charging infrastructure as well,” said Governor Murphy. “These incentive programs are streamlining the deployment of electric vehicle infrastructure, paving the way to greater electric vehicle adoption.”

 

“We’re encouraging everyone to join us on this clean energy revolution and are providing incentives to overcome some of the greatest barriers when it comes to electric vehicle adoption,” said NJBPU President Joseph L. Fiordaliso. “Through increased electric vehicle infrastructure investment, we are committed to building out the foundation necessary to support vehicle diversity with a special focus on overburdened municipalities through bonus incentives.”

 

Electric Vehicle Tourism Program

 

The Electric Vehicle Tourism Program opened on March 21, 2022 for the second round of applications. In the first round of applications, NJBPU awarded more than $1 million in grants for the installation of 50 Level-Two chargers and 11 DC Fast Chargers across 24 key tourist destinations throughout the Garden State.

 

The EV Tourism Program provides the following grants to eligible applicants accepted for participation:

  • An incentive of $2,000 for an eligible Level-Two Charger and an incentive of 50 percent of the make-ready costs, up to $5,000.
  • An incentive of 50 percent of the cost of a Direct Current Fast Charger (“DCFC”) and the associated make-ready costs, up to $75,000.
  • Locations would be limited to six (6) Level-Two EV Chargers and two (2) DCFCs per site.
  • Grants will be provided as reimbursements.

 

Clean Fleet EV Incentive Program

 

The Clean Fleet Electric Vehicle Incentive Program supports local and state governments as they transition their fleets to electric vehicles. Eligible entities include local schools, municipal commissions, state agencies or boards, state commissions, state universities, community colleges, and county authorities in addition to municipalities, municipal utility authorities, and state agencies.

 

The Clean Fleet Program provides the following grants to eligible applicants accepted for participation:

  • An incentive of $4,000 for an eligible Battery Electric Vehicle (BEV);
  • An incentive of $2,000 for an eligible public Level-Two Charger and an incentive of 50 percent of the make-ready costs, up to $5,000;
  • An incentive of $1,500 for an eligible fleet Level-Two Charger and an incentive of 50 percent of the make-ready costs, up to $5,000;
  • An incentive of 50 percent of the cost of a Direct Current Fast Charger (“DCFC”) and the associated make-ready costs, up to $75,000;
  • Grants will be provided as reimbursements;
  • Overburdened Municipalities are eligible for an additional 50% bonus incentive.

 

Award Caps for Eligible Entities:

 

Number of Battery Electric Vehicles Eligible for Incentive:

  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population under 20,000 have a cap of two (2) vehicles;
  • Local schools serving a population under 20,000 have a cap of two (2) vehicles;
  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population over 20,000 have a cap of five (5) vehicles;
  • Local schools serving a population over 20,000 have a cap of five (5) vehicles;
  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population over 50,000 have a cap of seven (7) vehicles;
  • Local schools serving a population over 50,000 have a cap of seven (7) vehicles;
  • State government, state agencies/boards/commissions, state universities, and counties have a cap of ten (10) vehicles;
  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population over 100,000 have a cap of ten (10) vehicles; and
  • Local schools serving a population over 100,000 have a cap of ten (10) vehicles.

 

Number of Dual-Port Level Two Electric Vehicle Charging Stations Eligible for Incentive:

  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population under 20,000 have a cap of one (1) Level-Two EV charging station;
  • Local schools serving a population under 20,000 have a cap of one (1) Level-Two EV charging station;
  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population over 20,000 have a cap of two (2) Level-Two EV charging stations;
  • Local schools serving a population over 20,000 have a cap of two (2) Level-Two EV charging stations;
  • State government, state agencies/boards/commissions, state universities, and counties serving a population over 50,000 have a cap of four (4) Level-Two EV charging stations; and
  • Local governments and local entities (ex: municipal utility authority, etc.) serving a population over 50,000 have a cap of four (4) Level-Two EV charging stations.

 

Multi Unit Dwelling (MUD) EV Charger Incentive Program

 

The (MUD) EV Charger Incentive Program was designed to encourage owners and operators of multi-unit dwellings to provide EV chargers for residents and guests. Eligible multi-unit dwellings are apartments, condominiums or mixed residential locations that feature a minimum of five units and have dedicated off-street parking.

 

Awards available under the MUD EV Charger Incentive Program include:

  • $1,500 toward the purchase of a dual-port, networked Level-Two EV charging station;
  • 50% of the cost (up to $5,000) for the Make-Ready costs for Level-Two EV chargers.

Overburdened Municipalities are eligible for the following awards:

  • $2,000 toward the purchase of a Level-Two EV charging station for a MUD located in an Overburdened Municipality;
  • 75% of the cost (up to $7,500) for the Make-Ready for Level-Two chargers in an Overburdened Municipality.

 

NJBPU Board Staff is accepting applications for the EV Tourism Program, Clean Fleet EV Incentive Program, and Multi Unit Dwelling (MUD) EV Charger Incentive Program until 5 p.m. on May 16, 2022.
