Technical Conference to Focus on Recent PJM Capacity Auction Results

 

EWING, NJ – The New Jersey Board of Public Utilities (NJBPU) will host a technical conference on Resource Adequacy (RA) at The College of New Jersey on Tuesday, August 5. “On the heels of PJMs 2026/2027 Base Residual Auction where capacity prices again hit record highs, the NJBPUs technical conference will bring together industry leaders to discuss options to ensure reliability and affordability for all ratepayers,” said NJBPU President Christine Guhl-Sadovy. “The status quo is not acceptable, and all options must be on the table to address capacity cost increases. The Resource Adequacy Technical Conference is another step to have a transparent and comprehensive discussion on where we go from here.”

 

The purpose of this RA Technical Conference is to engage in a discussion that focuses primarily on RA in New Jersey. The NJBPU wants to explore state-specific solutions NJ can apply to alleviate PJM capacity costs driving rate hikes. It will also be the first public forum where industry experts can discuss the results of the 2026/2027 Base Residual Auction (BRA) and consider the changes that will arise from the auction's results. 

 

On Tuesday, July 22, 2025, PJM Interconnection announced the results of the 2026/2027 Base Residual Auction, which secured the projected electricity needs for more than 67 million people across 13 states and Washington DC. The auction closed at record highs for a second year in a row, hitting the price collar of $325/MW-day spurred by advocacy from states like New Jersey and Pennsylvania.  This 22% increase in capacity prices follows last year’s BRA that saw an 800% jump. So far, New Jersey ratepayers have seen a 20% cost increase in their electric bills.

 

Following the opening educational session overview, attendees will hear from a distinguished lineup of speakers who are shaping the future of energy policy.

 

  • Panel one will explore the impact load growth is having on resource adequacy and near-term actions that can be taken to balance our needs with ratepayer costs.
  • Panel two will discuss the varying generating resources that the state may rely on for resource adequacy and reduce capacity costs.
  • Panel three will consider the long-term viability of the PJM capacity market to pursue resource adequacy and affordability for customers in the state.

 

The RA Technical Conference will close with a discussion between NJBPU President Guhl-Sadovy, Brian Lipman from the New Jersey Division of Rate Counsel, and Dr. Joseph Bowring of the Independent Market Monitor for PJM.  The closing discussion will recap the earlier panels and discuss the lessons learned and the next steps the state and regional stakeholders should take in this changing environment.
