The E2 system provides an alternative to submitting hand-written or paper-based reports that is faster, more efficient, and requires less processing for the regulated community and the NJDEP.  As a fully operational electronic reporting system, all of the necessary legal, security, and electronic signature functionalities have been included to serve as a completely paperless reporting system.

Private Well Testing Act (PWTA) Electronic Submittal Process

The PWTA rules were amended through a rule adoption published in the New Jersey Register on June 1, 2020. These amendments include a provision that requires the collection and analysis of three new parameters in all counties for realtor closings that occur on or after December 1, 2021. The new parameters include perfluorooctanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), and perfluorononanoic acid (PFNA).  Please use the most recent version of the E2 PWTA Excel template dated January 13, 2023. 

Additional information:

PWTA Reporting Form:  The New Jersey Private Well Water Test Reporting Form has been newly revised and is available on the PWTA website at: https://www.nj.gov/dep/watersupply/pwta/pdf/njtestreportingform.pdf.  This version of the form includes the 3 new parameters (1,2,3, TCP, EDB, DBCP) and is dated February 1, 2019.  The revised form has also been provided as an attachment to this e-mail for your convenience.

Step-by-step instructions for completing the registration process for a PWTA Laboratory

  1. The E2 Reporting System Laboratory Participation Package provides instructions for registering a Laboratory in E2, creating a NJDEP Online account and password, and obtaining a Personal Identification Number (PIN) used for certification of electronic submissions of laboratory data. Helpful hint - Once your laboratory has successful created an DEP on-line account, log onto to E-2 and complete your laboratory association and your request role and submit it to the DEP. This will assist with expediting the registration process.
  2. A Responsible Official at the laboratory must complete, sign, and submit Form E2-LAB-001: E2 Laboratory Registration Form. This form indicates the Laboratory’s intent to participate in the E2 program and identifies the individuals at the Laboratory who will have Administrator access to the E2 Reporting System. It is recommended that a minimum of two Administrators be identified at the level of Lab Manager and / or Quality Assurance Officer. The Responsible Official may also server as the Administrator.
  3. The Certifier for the Laboratory results must complete, sign, and submit Form E2-ESA-001: Electronic Signature Agreement. This document serves as a formal agreement between each PIN holder (Certifier) and the NJDEP regarding the responsibilities and use of their PIN. Form E2-ESA-001 must be signed by the Certifier for the Laboratory before a PIN will be issued for the user.
  4. The Laboratory Participation Package, Laboratory Registration Form, and Electronic Signature Agreement may be downloaded from the System Documentation portion of this web site.

PWTA Electronic Data deliverable (EDD) Manual

To help you get started, the PWTA Electronic Data deliverable (EDD) Manual (pdf) provides more detail concerning the creation of user accounts, the creation of user associations with a PWTA laboratory, and an overview of the electronic submission reporting process. The EDD Manual also provides the data Requirements for PWTA Laboratory Reports, including detail of the use of XML schema and files and MS Excel details that a Laboratory may want to share with its information technology professionals in order to prepare for making electronic submissions.

Electronic Submittal Account Inactivation

If a Laboratory chooses to inactivate its electronic submittal account, it should notify the NJDEP Office of Quality Assurance in writing and agree upon an inactivation date, using the following process:

The Registration Process for a Laboratory

The E2 Reporting System Laboratory Participation Package provides instructions for registering a Laboratory in E2, creating a NJDEP Online account and password, and obtaining a Personal Identification Number (PIN) used for certification of electronic submissions of Laboratory reports on behalf of water systems.

A Responsible Official at the laboratory must complete, sign, and submit Form E2-LAB-001: E2 Laboratory Registration Form. This form indicates the Laboratory’s intent to participate in the E2 program and identifies the individuals at the Laboratory who will have Administrator access to the E2 Reporting System. The E2 Reporting System Water System Participation Package provides instructions for registering a Water System in E2, creating a NJDEP Online account and password, and obtaining a Personal Identification Number (PIN) for used for certification of electronic submissions of Water System reports.

A Responsible Official at the water system must complete, sign, and submit Form E2-WS-001: E2 Water System Registration Form. This form indicates the Water System’s intent to participate in the E2 program and identifies the individuals at the Water System who will have Administrator access to the E2 Reporting System. It is recommended that a minimum of two Administrators be identified at the level of Licensed Operator and/or appropriate Water System representative. The Responsible Official may also serve as the Administrator.

The Certifier for the Water System reports must complete, sign, and submit Form E2-ESA-001: Electronic Signature Agreement. This document serves as a formal agreement between each PIN holder (Certifier) and the NJDEP regarding the responsibilities and use of their PIN. Form E2-ESA-001 must be signed by the Certifier for the Water System before a PIN will be issued for the user.

Special Note to Laboratories and Water Systems Regarding Drinking Water Submissions

The E2 Reporting System Laboratory Participation Package and the E2 Reporting System Water System Participation Package each include a Special Note Regarding Drinking Water Submissions, found in Section 3.2.5 of the package. Laboratories that wish to submit Drinking Water reports will need prior approval from the Water Systems before submissions on behalf of those Water Systems can be accepted. A Water System must complete the E2 Water System Registration Form to signify whether or not any laboratory may submit data on its behalf through E2, by selecting from a list of choices:

  • Option A: The water system will create and manage an E2 account to view all sampling results and determine which laboratory or laboratories may submit analytical results electronically on its behalf OR allow any laboratory to submit analytical results electronically on its behalf.

  • Option B: The water system will not create and manage an account in E2, but any Laboratory may submit analytical results electronically on its behalf. Note: Only transient non-community water systems may select this option at this time. While this option is available at this time for transient non-community water systems, the Department recommends that transient non-community water systems and all water systems select Option A to create and manage an account in E2 to view sampling results submitted on their behalf.

The Water System will complete the Water System Participation Package and related documents to initiate and implement this decision. In the event the water system does not complete the E2 Water System Registration Form, the default decision is that NO laboratory may submit data on its behalf through E2.

Data Requirements

The E2 Reporting System XML Transmission Protocol provides the Data Requirements for Safe Drinking Water Laboratory Reports, including the XML Instance Files and MS Excel Files that a Laboratory may want to share with its information technology professionals in order to prepare for making electronic submissions of selected chemical and coliform laboratory reports on behalf of water systems. Similarly, the XML Transmission Protocol provides the Data Requirements for one Water System Report (the Annual Water Utilization Form).

Account Inactivation

The E2 Reporting System Laboratory Participation Package provides instructions for a Laboratory that may choose (for the Drinking Water Program) to no longer participate in the E2 program. If a Laboratory so chooses, it should notify the NJDEP and agree upon an inactivation date, using the following process:

  1. Submit Form E2-LAB-002: E2 Laboratory Inactivation Request Form to request inactivation of their E2 status.
  2. The Laboratory may change to paper submissions after the agreed upon date. During the transition interim, all reporting requirements must be met.

The E2 Reporting System Water System Participation Package provides instructions for a Water System that may choose (for the Drinking Water Program) to no longer participate in the E2 program. If a Water System so chooses, they should notify the NJDEP and agree upon an inactivation date, using the following process:

  1. Submit Form E2-WS-002: E2 Water System Inactivation Request Form to request inactivation of their E2 status.
  2. The Water System may change to paper submissions after the agreed upon date. During the transition interim, all reporting requirements must be met.
