Welcome and introduction by Terri Smith, Brownfield
Coordinator for NJDEP.

Discussion of the minutes from the November
27, 2000 meeting.

JoAnn Petrizzo discussed the League of Municipalities
Conference that is to be held April 19th at the PNC
Arts Center in Holmdel. Everyone was encouraged to attend.

Discussion and feedback on the Mid-Atlantic Deal Flow
Conference, which was held in Philadelphia on February
7, 2001, took place. Fred Martin, representing the City
of Camden felt that it went better than he had anticipated
and did get some interest from potential developers
regarding the site they had brought for marketing purposes.
It was felt that Pennsylvania did a better job with
presenting sites by using the outline of a roadway on
the floor of the hall as well as signing each municipality
that participated. Many of the municipalities felt that
the cost of the conference was too high for their budgets
to be able to participate. Somerset County stated that
they thought was "great" and got developer
interest on a site that they brought to market. A suggestion
was made to perhaps color code name badges so that you
could distinguish who was a banker, developer, regulator,
etc. It was also suggested that the conference should
be extended for two days because there was so much information
to absorb and presented. Terri Smith stated that she
would forward this information to the National Brownfield
Association to be taken into consideration for next
year's Deal Flow Conference.

Bob Mueller from the NJDEP Office of Innovative Technology
discussed the use of innovative technologies on brownfield
sites. He discussed the fact that they look for sites
to conduct pilot projects. Terri Smith suggested that
some of the municipalities might want to take a look
at their brownfield inventories for sites that may not
have immediate redevelopment interest right now but
they could try an innovative remedial strategy which
could assist in making that site marketable in the future.
In addition, she mentioned the use of the grant for
using innovative technology as an additional incentive.

Matthew Cockrell from Zevnik, Horton, et al., completed
a presentation on the use of old insurance policies
to remediate sites. Attached is a discussion paper on
this topic.

Susanna Harrington from the New Jersey Department of
Transportation discussed the various brownfield related
transportation issues. She also discussed some of the
incentive programs available through the NJDOT. John
Hummer from the NJTPA discussed the Portway Project
and his work on identifying brownfield properties in
close proximity to the port of Newark Bay and Elizabeth
to be used as freight related redevelopment projects.
The NJTPA and the New Jersey Institute of Technology
have completed the first phase of an innovative project
to explore the opportunities for freight-related redevelopment
of abandoned industrial brownfield sites. Its basis
is that the dramatic growth in freight moving through
the port, airport and rail terminals in northern New
Jersey will present important new opportunities for
cleaning up and redeveloping brownfield sites. This
activity is anticipated to provide new jobs for urban
residents, assist in controlling sprawl, reducing the
number of trucks on regional roads and at the same time
clean up the environment.

Phyllis Bross, DAG, discussed liability issues with
the municipalities and answered questions regarding
the impact of liability on brownfield redevelopment.

Applications for the next Phoenix Awards Presentation
at the National Brownfields Conference 2001 in Chicago,
September 24 - 26 2001 were distributed. All of the
municipalities were encouraged to submit sites and participate.
Deadline for the application is June 15, 2001.
