Brownfields Roundtables
October 22, 2001 Meeting Minutes

Welcome and introduction by Terri Smith, Brownfield
Coordinator for NJDEP. Cape May County and Cumberland
County were welcomed to their first meeting and were
encouraged to submit an application to EPA for participation
in the EPA Brownfield Pilot program. Larry D'Andrea,
EPA stated that the deadline for submissions is December
12.

Discussion of the minutes from the June
29, 2001 meeting.

Leah Yasenchak, EPA/City of Trenton presented the City
of Trenton's efforts regarding the implementation of
its cleanup and redevelopment efforts. Through a Best
Practices presentation Leah outlined the various aspects
that were taken under consideration when identifying,
assessing, remediating and redeveloping brownfield projects
in the city. Areas that were highlighted were the various
state and federal funding programs that the city used
to facilitate the cleanup and redevelopment efforts.

Larry D'Andrea, EPA provided feedback on the National
Brownfield Conference, which was held in Chicago, Ill.,
September 24 - 26, 2001. Two of New Jersey's cleanup
and redevelopment efforts were recognized at this conference
and received National Phoenix Awards. The Crane Pottery
site in Trenton received a Community Impact Award and
the City of Elizabeth won an award for the Jersey Gardens
Mall a former landfill site. The next National Brownfield
Conference is scheduled for November 13 -15, 2002 in
Charlotte, North Carolina.

Roselle Henn of the Army Corps. Of Engineers discussed
the restoration plan program with the municipalities.

Rick Kropp from the Land Use Regulation Program discussed
the various aspects of the Land Use Regulation program
that includes Wetlands, CAFRA, Stream Encroachment,
Waterfront Development and Tidelands. The website for

Rick Kropp encouraged the municipalities to get the
landuse program involved early in the cleanup and redevelopment
process as possible. For additional information call

Chuck DeWeese gave a presentation on the Soil Safe
Technology that could be used as an alternative in conducting
cleanups on contaminated sites.

David Joye of the Department of Labor gave a presentation
on the 2000 Census (a copy of the presentation is attached).

Other Items: Terri Smith discussed a website that provides
current information on environmental funding announcements,
federal policy updates and more. These services are
offered free from the Local Government Environmental
Assistance Network (LGEAN). LGEAN keeps local officials
informed of recent funding opportunities (e.g., brownfields,
water quality, air quality, smart growth, etc), federal
policy changes and other views of interest to local
