SRP Brownfields Roundtables

February 4, 2002 Meeting Minutes

DEP Building - 1st Floor, Public Hearing Room

  • Welcome address by Terri Smith, NJDEP.
    Terri Smith discussed the availability of various grant programs. The availability of these grants can be found on the International City/County Management Association website called Local Government Environmental Assistance Network (LGEAN).

  • Introductions of attendees.

  • Discussion and review of the minutes from the October 22, 2001 meeting.

  • Larry D'Andrea, USEPA discussed the Federal/State Interagency Workgroup. All municipalities and counties are invited to attend future Interagency Workgroup meetings. Notices will be sent to all of those who are interested. In addition, Mr. D'Andrea discussed the new Federal Brownfield Act (P.L. 107-118). A summary of the Act is attached. Mr. D'Andrea stated that guidance should be available in September. Terri Smith and Mr. D'Andrea discussed the upcoming "Non-Pilot Conference" scheduled for May 16, 2002 in Trenton, at the new Marriott Hotel. This new hotel structure was built on a former Brownfield site. All interested parties are encouraged to attend this event. Further details will be available as they are finalized.

  • Terri Smith discussed the new EPA USTFields program. The NJ DEP forward three applications to the program for consideration. This program supplies grants to municipalities to address contamination associated with regulated underground storage tanks. (Attached is a copy of an article on the USTFields program recently submitted to the Brownfield News Magazine).

  • Fred Martin discussed and presented the Camden Brownfield Initiative in our "lessons learned" portion of the meeting. Mr. Martin gave an overview of the current waterfront brownfield cleanup and redevelopment efforts being undertaken in the city of Camden.

  • Jeanne Mroczko from the Pollution Prevention and Permit Coordination program in the NJDEP discussed the "One Stop" permit process.

  • Richard Tomer, John Wright and Linda Monte from the U.S. Army Corps of Engineers discussed the USACE various permitting processes. It should be noted that the USACE does not regulate Superfund projects.

  • Robert Colangelo from the National Brownfield Association discussed the next step in brownfield cleanup and redevelopment (presentation is attached). In addition a discussion regarding the preparation for participation in the 2nd Annual Deal Flow Conference took place. All municipalities are invited to attend and complete site-marketing worksheets. All worksheets should be submitted to Terri Smith for consideration by the next Brownfield Roundtable scheduled for May 6.
