Camden Iron & Metal (PI#: 010173)SITE SUMMARY Site Name: Camden Iron & Metal SITE BACKGROUND INFORMATIONENVIRONMENTAL ISSUES
The Preliminary Assessment identified two areas of potential environmental concern as follows: AOC 1 – Maintenance Building Sampling has revealed elevated levels of lead remain in the soil at the location of the Dispenser Island and the one 2000-gallon gasoline underground storage tank. The Department requires that Camden Iron & Metal remediate the contaminated soil to the most restrictive cleanup criteria and collect post-remedial soil samples to ensure that the remediation was successful. Borings were performed to 20 feet. Historic fill was present at an average depth of 8 feet. Two types of fill were encountered, construction debris for the most part, with a 6-inch layer of rubble, ash, and cinders at one location at a depth of 3.5 - 4.0 feet. Five samples were collected with benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene and benzo(a)pyrene detected above soil cleanup criteria, but below concentrations expected to be found in historic fill. Soil samples were also analyzed for total petroleum hydrocarbons, volatile organic compounds, pesticides and PCBs. Concentrations of these compounds were all below applicable cleanup criteria. AOC-2 – Rail Spur Along Eastern Border Four soil samples were collected adjacent to rail spur that borders the subject property. Soil samples were analyzed for total petroleum hydrocarbons, pesticides and PCBs and revealed that no concentrations exceeding applicable criteria were detected. Soil samples were also analyzed for metals and revealed lead at concentrations exceeding soil cleanup criteria. Base neutral analysis revealed benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene, dibenzo(a,h)anthracene and benzo(a)pyrene detected above soil cleanup criteria. Horizontal and vertical delineation of lead and base neutral contamination is necessary. AOC-3 – Baler Building Sampling was performed at the hydraulic tanks at this AOC but the Department found that the sampling performed was inadequate and not in accordance with the Technical Requirements for Site Remediation N.J.A.C. 7:26E. The Department has required additional sampling. Ground Water As soil contamination has extended within two feet of ground water and a discharge occurred from the USTs at the Maintenance Building, the Department has required a ground water remedial investigation. Preliminary Assessment/Site Investigation Based upon the investigation conducted to date, contaminants which are not related to the material stored in the underground storage tank system, specifically lead at 111,000 ppm and 13,600 ppm have been detected in the soil at the site. In order to identify any areas of concern that may be contributing to the noted contamination, or alternatively, to confirm that the source of this contamination is from off-site, a Preliminary Assessment is necessary. If areas of concern are identified, a site investigation is also necessary. Any contamination identified on-site above cleanup criteria would require remediation. Historic Fill It has been reported that historic fill is present at the site. The Department has required Camden Iron & Metal to identify the location of fill material and characterize the fill material, including a determination of the presence of any contaminated non-historic fill material and any free and/or residual product. Receptor Evaluation The Department has required Camden Iron & Metal to conduct a well search. Ecological Evaluation The Department has required Camden Iron & Metal to complete a baseline ecological evaluation for each Area of Concern. NJDEP CONTACT
