2025 Real Estate Commission Disciplinary Actions
Please Note: As of July 1, 2014 an amendment to the Administrative Procedure Act (R.S. 52:14B-1 et seq.) now requires all state agencies to post all non-confidential final agency orders, decisions and opinions on the agency’s website.  Therefore, all such final Real Estate Commission orders and decisions entered on or after July 1, 2014 can be accessed by clicking the link provided for that order or decision. Yahaira S. Maffei, a licensed New Jersey Real Estate Salesperson, Middlesex County – By Consent Order dated November 18, 2025, Maffei admits to a violation of N.J.S.A. 45:15-17(s) by failing to inform the real estate commission of the filing of criminal charges against her within 30 days. Maffei’s license shall be held on a probationary status for a period of six months from the date of the Order and Maffei agrees to pay a fine in the amount of $1,000.

Sashi Gupta, a licensed New Jersey Real Estate Salesperson, Bergen County – By Final Order of the Commission dated July 8, 2025, the Commission found Gupta lacking the honesty, trustworthiness, character and integrity for licensure required under N.J.S.A. 45:15-9(a) and, finds Gupta in violation of N.J.S.A. 45: 15-17(e) by demonstrating unworthiness, incompetency and dishonesty by leaving her clients unaccompanied and entering a bedroom alone wherein she began opening drawers and going through a homeowner’s private belongings. Gupta’s license is revoked for a period of two years and she will be required to requalify following that revocation. A fine in the amount of $3,500 is imposed.

Richard A. Karpf, a formerly licensed New Jersey real estate Broker, Camden County – By Final Order of Determination (On Remand) dated April 16, 2025, the Commission upheld the three year license revocation instituted under the original Final Order of Determination issued on June 14, 2024.

Joshua Lenoff , a licensed New Jersey real estate Salesperson, Union County – By Final Order of Determination dated April 23, 2025, the Commission determined Lenoff to be in violation of N.J.A.C. 11:5-6.1(r) for engaging in advertising activities that were false and misleading; and, N.J.S.A. 45:15-17(e), unworthiness and incompetency, for engaging in multiple separate acts of real estate activity while having an inactive license. The Commission upheld the denial of reinstatement of Lenoff’s license, imposing a period of three years from date of issuance of the Order during which Lenoff may not reapply for licensure or engage in real estate activity of any kind. A fine in the amount of $20,000 was imposed.
