Kenneth F. Najjar, Ph.D., P.E.

Dr. Kenneth F. Najjar is the director of Water Resource Management for the Delaware River Basin Commission. He is responsible for the review of projects (water withdrawal, wastewater discharge, etc...) under the jurisdiction of the DRBC as well as water resource planning activities, including basinwide/watershed planning; water use/demand studies; water supply and sustainability planning; and the commission's water conservation and efficiency programs. Additionally, he assists in the implementation of the DRBC's Special Protection Waters anti-degradation program and represents DRBC in watershed partnerships throughout the basin.

Dr. Najjar has published papers and articles in journals and conference proceedings, and regularly presents at environmental conferences. He received the Water Resources Association Government Award in 2005 for his role in the development of the Water Resources Plan for the Delaware River Basin (Basin Plan) which was finalized in September 2004.

Prior to joining DRBC in 2002, Dr. Najjar held positions in environmental consulting as an independent consultant and with ENVIRON Corporation, Van Note-Harvey Associates, and Camp Dresser & McKee. Dr. Najjar provided multi-disciplinary consulting services in civil/environmental engineering in the areas of strategic planning, regulatory analysis and compliance, litigation support, engineering analysis, modeling, and design.

Dr. Najjar holds a B. E. from City College of New York, a M. S. from Massachusetts Institute of Technology, and a Ph.D. from Rutgers University. Dr. Najjar is a licensed professional engineer in New Jersey and Pennsylvania, and is an adjunct professor at Villanova University, The College of New Jersey, and the University of Pennsylvania.
