Entitlement Grant Process

Entitlement grants allocate funds to a Local Education Agency (LEA) based on a federal formula. LEAs do not compete for these funds. LEAs submit original applications to receive their entitlement grant allocations. The entitlement grant process is based on a tentative timeline that is established by federal guidance and the Office of Grants Management (OGM). The OGM gives LEAs up to two months to submit entitlement applications in the Electronic Web Enabled Grants (EWEG) system. Federal guidance allows 45 days for each review.

Phase 1: Application Submission

  • LEA submits application
  • Application is substantially approved when the original application is submitted
  • LEA begins programs and encumbers funds
  • electing to refuse funds do so through the application

Phase 2: Tier 1 Review

(approx. 9 weeks*)

  • County Office approval process
  • Reviewer may return the application for changes

Phase 3: Tier 2 Review

(approx. 9 weeks*)

  • Office of Grants Management approval process
  • Reviewer may return the application for changes

Phase 4: Final Approval

  • Notification in EWEG
  • LEA can begin to submit for reimbursements

Important Notice

*The length of time it takes for an application to reach final approval varies. Based on ESEA fiscal year 2024 submission metrics, a promptly submitted application with minimal returns could receive final approval seven weeks after submission.
