The Office of the Secretary of Higher Education (OSHE) plays a critical role in administering and overseeing state funding for New Jersey’s institutions of higher education. The finance and compliance team work toward the effective and efficient award of state and, in some instances, federal grant funding, the responsible distribution of state operational aid, and conducts fiscal monitoring and trainings to support the strategic goals of higher education statewide.

About the State Budget

New Jersey has an annual state budget that runs from July 1 to June 30 of the following year. The public process begins with the governor presenting a proposed budget to the Legislature in February, which outlines the administration’s funding priorities for the next fiscal year. After review and modifications by the Legislature in the spring and early summer, the budget must be passed and signed into law by the governor no later than midnight on June 30. Funding for New Jersey colleges and universities, as well as state financial aid programs, is appropriated largely through this budget process and works to provide operating support, student aid, support for capital projects, and other initiatives.
