State Plan Policy Map

The State Plan Policy Map integrates three key spatial concepts—Planning Areas, Centers/Nodes, and Environs—to provide a framework for implementing the State Plan’s goals. Planning Areas are regions with shared characteristics that guide strategic planning and development, identifying unique natural and built infrastructures across New Jersey. Centers/Nodes serve as focal points for activity within Planning Areas, directing growth while considering the area's unique characteristics and opportunities. Environs are the surrounding areas outside Center boundaries, providing a balance between development and conservation.

The objectives for Planning Areas, Centers, and Environs are interconnected, guiding development patterns and conservation efforts. Planning Areas define where growth or conservation should occur, with development concentrated first in Metropolitan and Suburban Areas, followed by Fringe, Rural, and Environmentally Sensitive Areas, where development should be limited and environmentally conscious. The map applies to all lands except specific exclusions such as military installations and open water, aligning with agreements between the State Planning Commission and regional planning entities.
