Appraisal & NRE Consultants

The Division of Right of Way & Access Management obtains consultant valuation services for the Department to acquire property for highway and other projects. These services include eminent domain appraisals, appraisal reviews and specialized NRE services which may involve a planning report, a parking study or an architectural study to identify development issues or resolve parking issues or impacts to a building caused by an acquisition.

Consultant Opportunities

The Right of Way & Access Management Division obtains mitigation reports or studies in relation to right of way acquisitions and access impact mitigations. Providers of these reports may be Planners, Architects, Engineers, etc.

Some examples of the types of services needed include the redesign of impacted parking lots, restoration plans for partial takings of buildings, studies of the development potential of land, valuation of machinery and equipment, specialty relocation services, etc. These services are collectively identified as Non Real Estate (NRE) services where a mitigation is needed to address acquisition related damages and Access Impact Assistance (AIA) services where the mitigation is needed for access changes only.

The Division qualifies and contracts with individuals to perform these services rather than the overall company to ensure that the individual is qualified and available to perform the service requested.
