SITE BACKGROUND INFORMATION

The 1.33-acre site is located in a residential area. The following industries operated at the site:

Hosiery Manufactory from 1891 to 1906 (knitting, dying & steam dying of hosiery)

Leather Tanning Operation from 1906 to 1926 (manufactured glazed kid products)

Paint & Varnish Manufacturer from 1926 to 1996 (Clement Coverall) manufactured both solvent and water based industrial paints and varnishes. The paint formulas were limited to lacquer and alkyl type paints. The process involved combining concentrated resins, pigments, and solvents as specific by formulations in a batch operation (300-5500 gallons) to produce the final product. The final products were then packaged into five (5) gallon containers for shipment.

ENVIRONMENTAL ISSUES

“Area of concern" (AOC) means any existing or former location where hazardous substances, hazardous wastes, or pollutants are or were known or suspected to have been discharged, generated, manufactured, refined, transported, stored, handled, treated, disposed, or where hazardous substances, hazardous wastes, or pollutants have or may have migrated.

Area of potential environmental concern at the site are as follows:

AOC 1 - Underground Storage Tanks (Locations B1 to B4)
2-3,000 Gallon Steel
1-2,000 Gallon Steel
1-1,500 Gallon Steel
1-1,000 Gallon Concrete
1-1,000 Gallon Concrete-emergency spill
2-2,500 Gallon Concrete
1-2,000 Gallon Concrete
1-3,000 Gallon Concrete

Tanks contain fuel oil, waste oil, n-butanol, mineral sprits, Solvent G and other unknown hazardous substance.

Soil samples obtained from around some of the tanks indicated that benzo(a)anthracene, benzo(b)fluoranthene, benzo(a)pyrene, trichloroethene and tetrachloroethene were detected in excess of the Soil Cleanup Criteria (SCC). The horizontal and vertical extent of the contamination has not been completed.

The tanks need to be properly decommissioned and remedial activities must be conducted pursuant to the Technical Requirements for Site Remediation (N.J.A.C. 7:26E).

AOC 2 - Truck Loading\Unloading Area (Locations C1 & C3)
Soil samples obtained from this area of concern (AOC) indicated that benzo(a)anthracene, benzo(b)fluoranthene, benzo(a)pyrene, trichloroethene, tetrachloroethene, and arochlor 1260 were detected in excess of the SCC. The horizontal and vertical extent of the contamination has not been completed.

AOC 3 - Drum Storage Area (Locations D1 to D5)
Soil samples obtained from this AOC indicated that chromium, naphthalene, methylene chloride, and arsenic were detected in excess of the SCC. The horizontal and vertical extent of the contamination has not been completed.

AOC 4 - Spill Area (Location E)
Soil samples obtained from this AOC indicated that compounds were not detected in excess of the SCC, no further action is recommended.

AOC 5 - Production Wells (Locations F1 & F2)
Evidence of the production wells was discovered during the site investigation activities, well must be sealed by licensed well driller.

AOC 6 - Boiler Room (Location G)
Soil samples obtained from this AOC indicated that chromium was detected in excess of the SCC. The horizontal and vertical extent of the contamination has not been completed.

AOC 7 - Roof Leaders (Location H)
Soil samples obtained from this AOC indicated that chromium was not detected in excess of the SCC, no further action is recommended.

AOC 8 - Drainage Swale (Location I)
Soil samples obtained from this AOC indicated that benzo(a)anthracene, benzo(b)fluoranthene, benzo(a)pyrene, and chrysene were detected in excess of the SCC. The horizontal and vertical extent of the contamination has not been completed.

AOC 9 - Surface Stain/Stressed Vegetation Area (Location K)
Soil samples obtained from this area of concern (AOC) indicated that benzo(a)anthracene, benzo(b)fluoranthene, benzo(a)pyrene, indeno(1,2,3-cd)pyrene, naphthalene, and chrysene were detected in excess of the SCC. The horizontal and vertical extent of the contamination has not been completed.

AOC 10 - Varnish Cooking Room (Location J)
Soil samples obtained from this AOC indicated that chromium was detected in excess of the SCC. The horizontal and vertical extent of the contamination has not been completed.

AOC 11 - Asbestos (Location is on-site buildings)
If asbestos containing materials are identified at the site, removal/disposal of this material must be done in accordance with current asbestos removal and disposal practices.

AOC 12 - Lead Paint (Location is on-site buildings)
If lead-containing materials are identified at the site, removal/disposal of this material must be done in accordance with current lead removal and disposal practices.

Ground Water
Ground Water analytical data obtained from the on-site monitor wells (MWs) indicated that following compounds were detected in excess of the Ground Water Quality Standards, N.J.A.C. 7:9-6 (GWQS):

  • Naphthalene in MW-#2;
  • Lead in MW-#1, MW-#2, MW-#3 & MW-#4; and
  • Chromium in MW-#3

A Classification Exception Area (CEA)has been proposed for the site but to date a formal CEA proposal has not been submitted since the Department has requested additional monitor wells and ground water samples.
