NOTICE OF INTENT TO RENEW
Title V Operating Permit

Administrative Order 2021-25 Public Information Session
Notice is hereby given, pursuant to NJSA 13:1D-157 and the New Jersey Department of Environmental Protection (NJDEP) Administrative Order 2021-25 (AO 2021-25), that East Jersey State Prison, located at 1275 Rahway Avenue, Avenel (Woodbridge Township), NJ, intends to renew its Title V operating permit.
East Jersey State Prison, as a result of the potential levels of oxides of nitrogen (NOx) emitted, is a major stationary source as defined in Title I, Part D of the Clean Air Act Amendments. The facility is therefore subject to the Title V permitting requirements adopted in NJAC 7:27 Subchapter 22.
The proposed Title V Operating Permit Renewal also requests a modification to the facility’s existing Title V permit which includes limited the total combined fuel use for all four boilers at the facility and the removal of one of the 1500-kilowatt emergency generators at the facility under modification BOP200001. The current Title V Permit No. BOP170001 was issued on December 20, 2020. Upon final approval, the permit will be renewed for an additional five (5) years. Additional information on the proposal will be made available during the information session. Pursuant to AO 2021-25, a public information session will be held on Tuesday, September 26, 2023, at 6:00 p.m. at the Woodbridge Township Municipal Building located on 1 Main Street, in Woodbridge, New Jersey in the Council Chambers on the first floor. The information session will be held via Microsoft TEAMS and can be accessed via this webpage.
Concurrent with this notice, Richard Cestone of Remington & Vernick Engineers will accept public comments on the proposed Title V renewal for a sixty-day period starting on August 25, 2023, and concluding on October 24, 2023. Comments can be submitted via electronic mail to DOC_PublicComment@doc.nj.gov or via United States Postal Service to:
