A regular meeting of the Civil Service Commission was held on Wednesday, June 11, 2025, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Allison Chris Myers, Chairperson; Members Dolores Gorczyca; Diomedes Tsitouras, and Christina Mongon; Gordon Estes, Deputy Attorney General; Nicholas F. Angiulo, Director, Division of Appeals and Regulatory Affairs; Annemarie Ragos-Goff, Commission Secretary. All individuals listed participated via teleconference.
In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 27, 2024, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.

Nicholas Costin, Human Services Assistant, Vineland Developmental Center, Department of Human Services, removal and resignation not in good standing, effective June 30, 2024, on charges of insubordination and job abandonment.
Recommendation of the Administrative Law Judge – Dismiss the appeal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-3 ROBERT CUEVAS – CSC DOCKET NO. 2023-2164
Robert Cuevas, Emergency Medical Technician, Pennsauken, Department of Public Safety, removal, effective February 10, 2023, on charges of failure to perform duties, conduct unbecoming a public employee and neglect of duty.
Recommendation of the Administrative Law Judge – Reverse the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-4 CARLOS PINA – CSC DOCKET NO. 2024-498
Carlos Pina, Police Officer, Union City, Department of Public Safety, 35 working day suspension, on charges of conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the 35 working day suspension.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-5 JUAN RODRIGUEZ – CSC DOCKET NO. 2015-97
Juan Rodriguez, Maintenance Worker 1, Grounds, Union City, Department of Parks and Public Property, removal, effective November 2, 2023, on charges of incompetency, inefficiency or failure to perform duties, insubordination, inability to perform duties, conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Dismiss the appeal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-6 ILEANA SCOTT – CSC DOCKET NO. 2023-961
Ileana Scott, Security Guard, Jersey City School District, release at the end of the working test period, effective October 11, 2022.
Recommendation of the Administrative Law Judge – Dismiss the appeal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-7 DARIUSZ SZCZESNY – CSC DOCKET NO. 2023-1025
Dariusz Szczesny, Sheriff’s Officer Sergeant, Middlesex County, Sheriff’s Department, demotion to Sheriff’s Officer, effective November 3, 2022, on charges of conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the demotion.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-8 STACEY WILLIAMS – CSC DOCKET NOS. 2025-91 AND 2025-92 (CONSOLIDATED)
Stacey Williams, Police Chief, Roselle Police Department, two removals, effective March 14, 2024, on charges of conduct unbecoming a public employee, neglect of duty, discrimination and other sufficient cause.
Recommendation of the Administrative Law Judge – Reverse one removal and modify one removal to a 30 working day suspension.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
SECTION B – MISCELLANEOUS MATTERS
B-1 ANTHONY GOFFE– CSC DOCKET NO. 2025-1713
Anthony Goffe appeals the bypass of his name on the Fire Fighter (M2260D), Plainfield, eligible list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-2 RAJINI ALLAREDDY– CSC DOCKET NO. 2025-70
Rajini Allareddy appeals the determination of the Division of Agency Services that she was not eligible for the Supervisor Information Technology (PS4798K), Department of Human Services promotional examination.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-3 GEORGE ATTALAA– CSC DOCKET NO. 2024-2157
George Attalaa appeals the determination of the Division of Agency Services which found that he was not eligible for the promotional examination for Environmental Engineer 3 (PS4114G), Department of Environmental Protection.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-4 VATSALKUMAR PATEL– CSC DOCKET NO. 2025-1038
Vatsalkumar Patel appeals the determination of the Division of Agency Services that he was not eligible for the Administrative Analyst 3, Information Systems (PS6759T), Department of Transportation promotional examination.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-5 JOHN PILONE– CSC DOCKET NO. 2025-1561
John Pilone, represented by Dudley Burdge, Senior Staff Representative, CWA Local 1032, appeals the determination of the Division of Agency Services, which found that he was not eligible for the promotional examination for Network Administrator 2 OIT (PS7665U), Office of Information Technology.
ACTION: The Civil Service Commission directed that this appeal be granted in part.
B-6 MAGGIE HORN– CSC DOCKET NO. 2025-2292
Maggie Horn requests permission to submit a late application for the open competitive examination for Police Officer (M2655G), Pompton Lakes.
ACTION: The Civil Service Commission directed that this request be denied.
B-7 R.P. – CSC DOCKET NO. 2025-1737
R.P. requests permission to submit a late application for the promotional examination for Fire Captain (PM1933G), Paterson.
ACTION: The Civil Service Commission directed that this request be denied.
B-8 JASON SKILLERN – CSC DOCKET NO. 2025-1678
Jason Skillern, a former Custodian with the Newark School District, represented by Seth B. Kennedy, Esq., appeals his resignation in good standing.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-9 JUAN MENDOZA – CSC DOCKET NO. 2025-2142
Juan Mendoza appeals the disposition of certification PL241954 regarding the Sheriff’s Officer Sergeant (PC4995C), Hudson County Sheriff’s Office promotional list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-10 LEGAL SPECIALIST TITLE SERIES – CSC DOCKET NO. 2025-1634
The Division of Agency Services requests the establishment of the new unclassified, no-range titles Legal Specialist 1, Legal Specialist 2, Legal Specialist 3, and Legal Specialist 3, Confidential for use in State service. Agency Services also requests that the unclassified title of Legal Specialist be inactivated.
ACTION: The Civil Service Commission held this matter for further review.
