    A regular meeting of the Civil Service Commission was held on Wednesday, July 2, 2025, at 10:00 a.m., in Trenton, New Jersey.

 

    PRESENT: Allison Chris Myers, Chairperson; Members Dolores Gorczyca; Daniel O’Mullan, Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Nicholas F. Angiulo, Director, Division of Appeals and Regulatory Affairs; Annemarie Ragos-Goff, Commission Secretary.  All individuals listed participated via teleconference.

 

    In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

 

    Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 27, 2024, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.

 

    All actions were by unanimous vote unless otherwise specified.

A-2    BARBARA CAREY – CSC DOCKET NO. 2024-1395

 

Barbara Carey, County Correctional Police Officer, Mercer County Correction Center, 15 working day suspension, on charges of incompetency, inefficiency or failure to perform duties, chronic or excessive absenteeism or lateness, conduct unbecoming a public employee, neglect of duty and other sufficient cause.

 

Recommendation of the Administrative Law Judge Uphold the 15 working day suspension.

 

ACTION:     The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-3    STEPHEN HEDBERG – CSC DOCKET NO. 2022-2629

 

Stephen Hedberg, Police Officer, Perth Amboy, Police Department, removal, effective March 21, 2022, on charges of inability to perform duties. 

 

Recommendation of the Administrative Law Judge Dismiss the appeal as moot.    

 

ACTION:     The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.         

 

A-4    JOSEPH HOWE – CSC DOCKET NO. 2025-1449

         

Joseph Howe, County Correctional Police Officer, Cape May County, Sheriff’s Department, removal, effective July 17, 2024, on charges of insubordination, conduct unbecoming a public employee, neglect of duty, discrimination and other sufficient cause.

 

Recommendation of the Administrative Law JudgeReverse the removal.    

 

ACTION:     The Civil Service Commission remanded the matter to the Office of Administrative Law.

B-1    THOMAS MANGANELLO, III – CSC DOCKET NO. 2025-392

 

          Thomas Manganello III appeals the removal of his name from the Police Officer (M2406E), Nutley, eligible list.

 

          ACTION:     The Civil Service Commission directed that this appeal be granted in part.

 

B-2    MICHELE BROWNE, ET AL. – CSC DOCKET NOS. 2025-2383, ET AL.

           

            Michele Browne, Fafinee Dempster, and Tayana Smith appeal the determinations of the Division of Agency Services that they did not meet the requirements for the Program Specialist 2 (PS8669K), Department of Children and Families promotional examination.

 

          ACTION:     The Civil Service Commission directed that these appeals be denied and the matters of the proper classification of the appellants’ provisional positions be referred to Agency Services.

 

B-3    ERIC GLASSMAN – CSC DOCKET NO. 2025-2267

 

Eric Glassman appeals the determination of the Division of Agency Services that he did not meet the requirements for the Fire Captain (PM1916G), Camden promotional examination.

 

            ACTION:     The Civil Service Commission directed that this appeal be denied.

  

B-4    GIUSEPPE CASERTA – CSC DOCKET NO. 2024-2303

 

            Giuseppe Caserta appeals the determination to deny his request for a make-up examination for the Employment Supervisor 1 (PS9924N), Department of Labor, promotional examination.

 

          ACTION:     The Civil Service Commission directed that this appeal be denied.

 

B-5    ANTHONY CHODAN – CSC DOCKET NO. 2024-253

 

            Anthony Chodan appeals the scoring of the oral portion of the promotional examination for Police Captain (PM4697D) Elizabeth.

 

          ACTION:     The Civil Service Commission directed that this appeal be denied.

 

B-6    PETER FIZER – CSC DOCKET NO. 2025-2060

 

Peter Fizer appeals the scoring of the oral portion of the promotional examination for Fire Captain (PM2018F), Woodbridge Fire District No. 2.

 

          ACTION:     The Civil Service Commission directed that this appeal be granted in part.

 

B-7    ROBERT URSO, III - CSC DOCKET NO. 2025-2129

 

Robert Urso III appeals the scoring of the oral portion of the promotional examination for Fire Lieutenant (PM2020F), Carteret.

 

            ACTION:     The Civil Service Commission directed that this appeal be denied.

 

B-8    WENDELL WILLIAMS - CSC DOCKET NO. 2025-2047

 

Wendell Williams appeals the scoring of the oral portion of the promotional examination for Fire Captain (PM2009F), Roselle.

 

ACTION:    The Civil Service Commission directed that this appeal be granted in part.

 

B-9    D.G. - CSC DOCKET NO. 2025-1880

 

D.G. requests permission to submit a late application for the promotional examination for Fire Captain (PM1916G), Camden.

 

ACTION:     The Civil Service Commission directed that this request be denied.

 

B-10 S.K. – CSC DOCKET NO. 2025-2143

 

S.K. appeals the test administration of the Child Support Specialist 2 (PS5507K), Division of Family Development promotional examination.

 

ACTION:     The Civil Service Commission directed that this appeal be denied.

 

B-11 CHRISTIAN HART – CSC DOCKET NO. 2025-2493

 

Kean University requests to intergovernmentally transfer Police Officer Christian Hart from the Blairstown Police Department, a non-Civil Service jurisdiction, to the title of Campus Police Officer, Kean University.

 

ACTION:     The Civil Service Commission directed that this request be granted.

 

B-12 NEW JERSEY INVESTIGATORS ASSOCIATION – CSC DOCKET NO. 2025-558

 

The New Jersey Investigators Association, FOP Lodge No. 174, represented by David Beckett, Esq., petitions the Civil Service Commission for reconsideration of its decision in In the Matter of New Jersey Investigators Association, FOP Lodge No. 174, Department of Corrections (CSC, decided July 24, 2024).

 

ACTION:     The Civil Service Commission directed that this petition be denied.

 

B-13   INTERMITTENT PUBLIC SAFETY TELECOMMUNICATOR – CSC DOCKET NO. 2025-2752

 

The Division of Agency Services requests the creation of an intermittent noncompetitive title, Intermittent Public Safety Telecommunicator.

 

ACTION:     The Civil Service Commission held this matter for further review.

 

B-14   PAROLE COUNSELOR APPRENTICE, STATE PAROLE BOARD – CSC DOCKET NO. 2025-2700

 

The Division of Agency Services requests that the title of Parole Counselor Apprentice, State Parole Board be reallocated to the noncompetitive division of the career service in accordance with N.J.A.C. 4A:3-1.2.

 

ACTION:     The Civil Service Commission directed that this request be granted.
