A regular meeting of the Civil Service Commission was held on Wednesday, August 13, 2025, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Allison Chris Myers, Chairperson; Members Dolores Gorczyca; Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Nicholas F. In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 27, 2024, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.

ACTION: The Civil Service Commission adopted the minutes of its meeting of July 23, 2025.
WITHDRAWAL OF APPEALS
The following appeals were withdrawn and removed from the hearing calendar:

Nicole Reid, Department of Children and Families, release at the end of the working test period.
ACTION: The Civil Service Commission noted the withdrawal of appeals without prejudice.

ACTION: The Civil Service Commission acknowledged the settlements.
A-2 TERRY BELL – CSC DOCKET NOS. 2025-99 AND 2025-769 (Consolidated)
Terry Bell, Firefighter, Rahway, Fire Department, 30 calendar day suspension and removal, effective March 6, 2024, on charges of incompetency, inefficiency or failure to perform duties, insubordination, inability to perform duties, conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Reverse the 30 calendar day suspension and modify the removal to a six-month suspension.
ACTION: The Civil Service Commission reversed the 30 calendar day suspension and upheld the removal.
A-3 RUDOLPH BEU – CSC DOCKET NO. 2021-1646
Rudolph Beu, Police Chief, Vineland, Department of Public Safety, six-month suspension and demotion to Deputy Police Chief, effective February 26, 2020, on charges of incompetency, inefficiency or failure to perform duties, insubordination, conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Reverse the six-month suspension and demotion.
ACTION: The Civil Service Commission held this matter over.
A-4 TIFFANY COLON – CSC DOCKET NO. 2025-1709
Tiffany Colon, Judiciary Clerk 2, Judiciary, Passaic Vicinage, release at the end of the working test period, effective February 7, 2025.
Recommendation of the Administrative Law Judge – Dismiss the appeal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-5 DANIEL COSTELLO, JR. – CSC DOCKET NO. 2024-1335
Daniel Costello, Jr., County Correctional Police Officer, Bergen County, Sheriff’s Department, 60 working day suspension on charges of violation of various departmental policies.
Recommendation of the Administrative Law Judge – Modify the 60 working day suspension to a 10 working day suspension.
ACTION: The Civil Service Commission modified the 60 working day suspension to a five working day suspension.
A-6 SHAWN KELLY – CSC DOCKET NO. 2024-2526
Shawn Kelly, County Correctional Police Officer, Hudson County, Department of Corrections, 30 working day suspension, on charges of incompetency, inefficiency or failure to perform duties, insubordination, conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Modify the 30 working day suspension to a 20 working day suspension.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-7 CHRISTOPHER LIVOTI AND MARK QUINERLY – CSC DOCKET NOS. 2022-2791 AND 2022-2825 (Consolidated)
Christopher Livoti and Mark Quinerly, County Correctional Police Officers, Bergen County, Sheriff’s Department, 10 working day suspensions, on charges of incompetency, inefficiency or failure to perform duties, conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the 10 working day suspensions.
ACTION: The Civil Service Commission modified the 10 working day suspensions to 30 working day suspensions.
A-8 ANNA MIGLIO – CSC DOCKET NO. 2024-163 AND 2024-164
Anna Miglio, Correctional Police Sergeant, Department of Corrections, removal, effective July 18, 2023, on charges of conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-9 JEFFREY SYKES – CSC DOCKET NO. 2023-1222
Jeffrey Sykes, Police Officer, Hillside, Police Department, removal, effective November 28, 2022, on charges of incompetency, inefficiency or failure to perform duties, insubordination, and violation of regulations regarding drug and alcohol use.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
SECTION B – MISCELLANEOUS MATTERS
B-1 C.B. – CSC DOCKET NO. 2025-1000
C.B., represented by Peter Paris, Esq., appeals his rejection as a Police Officer candidate by Plainfield and its request to remove his name from the eligible list for Police Officer (Regular).
ACTION: The Civil Service Commission directed that this appeal be denied.
B-2 M.R. – CSC DOCKET NO. 2025-246
M.R., represented by Michael L. Prigoff, Esq., appeals his rejection as a Police Officer candidate by Paterson and its request to remove his name from the eligible list for Police Officer (M0117D).
ACTION: The Civil Service Commission directed that this appeal be dismissed.
B-3 JOHN BAIRD – CSC DOCKET NO. 2025-1919
John Baird appeals his nonappointment on the Compliance Officer 1 Code Enforcement (S1082F), Statewide, eligible list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-4 CLAUDE BERNARD – CSC DOCKET NO. 2025-1084
Claude Bernard appeals the determination of the Division of Agency Services that he did not meet the requirements for the Assistant Training Supervisor County Welfare Agency (PC4277F), Essex County promotional examination.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-5 ESPERANZA GONZALEZ MATINEZ – CSC DOCKET NO. 2025-1896
Esperanza Gonzalez Matinez appeals the determination of the Division of Agency Services that she did not meet the requirements for the Program Development Specialist Community Service (C1557F), Bergen County open competitive examination.
ACTION: The Civil Service Commission directed that this appeal be denied and the matter of the proper classification of the appellant’s position be referred to Agency Services for a classification review.
B-6 M.B. – CSC DOCKET NO. 2025-2414
M.B., a Senior Executive Service with the Department of Children and Families, appeals the determination of a Deputy Commissioner, which substantiated that she violated the New Jersey State Policy Prohibiting Discrimination in the Workplace.
ACTION: The Civil Service Commission directed that this appeal be granted in part.
B-7 D.H. – CSC DOCKET NO. 2025-1837
D.H., a Supervisor of Education Programs 1 with the Department of Corrections, appeals the determination of the Chief of Staff, which found that the appellant failed to present sufficient evidence to support a finding that she had been subjected to a violation of the New Jersey State Policy Prohibiting Discrimination in the Workplace.
ACTION: The Civil Service Commission directed that this appeal be referred to the Office of Administrative Law for a hearing.
B-8 NELLIE HEWITT AND LOUIS LONGO – CSC DOCKET NOS. 2026-42 AND 2026-44
Nellie Hewitt and Louis Longo request reconsideration of the effective date regarding their positions in the new Classification Officer, DOC title series.
ACTION: The Civil Service Commission directed that these requests be denied.
B-9 BRIAN ROSAS – CSC DOCKET NO. 2025-2563
Brian Rosas requests reconsideration of the final administrative determination in In the Matter of James Cullen, et al., Police Lieutenant, various jurisdictions (CSC, decided April 9, 2025).
ACTION: The Civil Service Commission directed that this request be denied.
B-10 OLIVER FRENCH AND ARAMIS AZIZE – CSC DOCKET NOS. 2025-2736 AND 2025-2737
Jersey City requests that the eligible list for Fire Fighter (M2238D) be revived to effectuate the appointments of Oliver French and Aramis Azize.
ACTION: The Civil Service Commission directed that this request be granted.
B-11 CONTRACT ADMINISTRATOR 2 (S1216E) – CSC DOCKET NO. 2025-1658
The Department of Health requests permission not to make an appointment from the January 22, 2025 certification for Contract Administrator 2 (S1216E), Statewide.
ACTION: The Civil Service Commission granted the appointment waiver and deferred selection costs.
B-12 SUPERVISOR OF PATIENTS’ ACCOUNTS 1 (S1043A) – CSC DOCKET NO. 2025-466
In In the Matters of Richard Oliva and Supervisor of Patients’ Accounts 1 (S1043A) (CSC, decided June 28, 2023), the Civil Service Commission (Commission) granted the request of Trenton Psychiatric Hospital for an appointment waiver and ordered that no selection costs would be assessed at that time since there was a possibility that the list could be utilized prior to its expiration. However, the appointing authority did not utilize the subject eligible list and the matter of the assessment of costs is now before the Commission.
ACTION: The Civil Service Commission held this matter over.
B-13 ARTIFICIAL INTELLIGENCE RESEARCH SCIENTIST – CSC DOCKET NO. 2026-289
The Division of Agency Services requests the creation of the non-competitive title of Artificial Intelligence Research Scientist.
ACTION: The Civil Service Commission directed that this request be granted.
B-14 MEDICAL SECURITY OFFICER RECRUIT – CSC DOCKET NO. 2026-288
The Division of Agency Services requests the reallocation of the title of Medical Security Officer Recruit to the noncompetitive division of the career service.
ACTION: The Civil Service Commission directed that this request be granted.
B-15 TRANSPORT HAULER TRAINEE – CSC DOCKET NO. 2026-290
The Division of Agency Services, on behalf the Department of the Treasury and Department of Corrections, requests the creation of the noncompetitive title of Transport Hauler Trainee.
ACTION: The Civil Service Commission directed that this request be granted.
B-16 FISCAL YEAR 2025 SALARY REGULATIONS COMPENSATION COMPENDIUM EXTENSION
The Division of Agency Service requests that the Civil Service Commission record Supplement 1 of the Fiscal Year 2025 Salary Regulations Compensation Compendium, which calls for the extension of its provisions beyond FY 2025 until the FY 2026 Compensation Compendium is approved. Supplement 1 has been approved by Allison Chris Myers, Chair/Chief Executive Office, Civil Service Commission, and Tariq Shabazz, Acting Direction, Office of Management and Budget.
ACTION: The Civil Service Commission recorded Supplement 1.
