    A regular meeting of the Civil Service Commission was held on Wednesday, September 10, 2025, at 10:00 a.m., in Trenton, New Jersey.

 

    PRESENT: Allison Chris Myers, Chairperson; Members Dolores Gorczyca and Daniel O’Mullan; Levi Klinger-Christiansen, Deputy Attorney General; Nicholas F. Angiulo, Director, Division of Appeals and Regulatory Affairs; Annemarie Ragos-Goff, Commission Secretary.  All individuals listed participated via teleconference.

 

    In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

 

    Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 27, 2024, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.

 

    All actions were by unanimous vote unless otherwise specified.

A-2    ABDUR-RAHIM ALI – CSC DOCKET NOS. 2024-418

 

Abdur-Rahim Ali, Custodial Worker, Newark School District, removal, effective July 28, 2023, on charges of incompetency, inefficiency or failure to perform duties, conduct unbecoming a public employee, neglect of duty and other sufficient cause.

 

Recommendation of the Administrative Law Judge Uphold the removal.      

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-3    RUDOLPH BEU – CSC DOCKET NO. 2021-1646

 

Rudolph Beu, Police Chief, Vineland, Department of Public Safety, six-month suspension and demotion to Deputy Police Chief, effective February 26, 2020, on charges of incompetency, inefficiency or failure to perform duties, insubordination, conduct unbecoming a public employee, neglect of duty and other sufficient cause. 

 

Recommendation of the Administrative Law Judge Reverse the six-month suspension and demotion.   

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

A-4    MICHAEL CANTONE – CSC DOCKET NO. 2024-1152

         

Michael Cantone, Identification Officer, Newark, Department of Public Safety, 10 working day suspension, on charges of insubordination and violation of departmental policies.    

 

Recommendation of the Administrative Law JudgeUphold the 10 working day suspension.   

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-5    ESTEPHANIA GUTIERREZ – CSC DOCKET NO. 2025-65  

 

Estephania Gutierrez, Keyboarding Clerk 2, Clifton, Department of Human Services, removal, effective May 23, 2024, on charges incompetency, inefficiency or failure to perform duties, insubordination, conduct unbecoming a public employee, neglect of duty and other sufficient cause.

 

Recommendation of the Administrative Law JudgeUphold the removal.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-6    DAMIANA PADILLA – CSC DOCKET NO. 2023-2205

 

Damiana Padilla, Human Services Specialist 2, Bilingual, six-month suspension, on charges of conduct unbecoming a public employee, insubordination and other sufficient cause.

 

          Recommendation of the Administrative Law Judge – Reverse the six-month suspension.     

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-7    LATOYA SOWELL – CSC DOCKET NO. 2024-2125

 

Latoya Sowell, Custodial Worker, Newark School District, removal, effective April 8, 2024, on charges of incompetency, inefficiency or failure to perform duties, conduct unbecoming a public employee, neglect of duty and other sufficient cause. 

 

          Recommendation of the Administrative Law Judge – Uphold the removal. 

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-8    LYNN TYSON – CSC DOCKET NO. 2023-512

 

Lynn Tyson, Senior Correctional Police Officer, Adult Diagnostic and Treatment Center, Department of Corrections, 10 working day suspension, on charges of conduct unbecoming a public employee and other sufficient cause.    

 

          Recommendation of the Administrative Law Judge – Reverse the 10 working day suspension. 

 

ACTION:     The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

SECTION B – MISCELLANEOUS MATTERS

 

B-1    A.C. – CSC DOCKET NO. 2025-339

 

         A.C., represented by Robert K. Chewning, Esq., appeals his rejection as a Sheriff’s Officer candidate by the Hudson County Sheriff’s Office and its request to remove his name from the eligible list for Sheriff’s Officer (C2421E).

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.   

 

B-2    M.C. – CSC DOCKET NO. 2025-1172

 

          M.C. appeals his rejection as a Juvenile Detention Officer candidate by Camden County and its request to remove his name from consideration for the noncompetitive title of Juvenile Detention Officer.

 

          ACTION:    The Civil Service Commission directed that this appeal be granted.

 

B-3    R.H. – CSC DOCKET NO. 2025-337

 

         R.H., represented by Robert K. Chewning, Esq., appeals his rejection as a Police Officer candidate by Hamilton Township and its request to remove his name from the eligible list for Police Officer (M2335E).

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-4    D.P. – CSC DOCKET NO. 2025-474

 

          D.P. appeals his rejection as a Fire Fighter candidate by East Orange and its request to remove his name from the eligible list for Fire Fighter (M2219D).

 

          ACTION:    The Civil Service Commission directed that this appeal be granted.

 

B-5    STEPHEN DECARLO – CSC DOCKET NO. 2025-469

 

          Stephen DeCarlo, represented by Amie E. DiCola, Esq, appeals the decision to remove his name from the Parole Officer Recruit (S2403E), Statewide eligible list.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-6    TAMMY SHUPP – CSC DOCKET NO. 2025-2764

 

          Tammy Shupp appeals the decision to remove her name from the Secretarial Assistant 2, Non-Stenographic (PS8979K), Hunterdon Developmental Center eligible list.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-7    KIMBERLY MITCHELL – CSC DOCKET NOS. 2025-1538 AND 2025-1875

 

          Cumberland County, represented by Theodore E. Baker, Assistant County Counsel, requests reconsideration of In the Matter of Kimberly Mitchell (CSC, decided January 15, 2025).  Kimberly Mitchell, represented by Herbert J. Stayton, Jr., Esq.  requests enforcement and back pay pursuant to In the Matter of Kimberly Mitchell (CSC, decided January 15, 2025).

 

          ACTION:    The Civil Service Commission held these matters over for further review.

  

B-8    S.J. – CSC DOCKET NO. 2025-2426

 

          Boonton, represented by Anthony G. LoBrace, Esq., petitions the Civil Service Commission for a stay of In the Matters of S.J., Boonton (CSC, decided March 19, 2025), which granted S.J.’s request for enforcement in part, pending the outcome of its appeal to the Superior Court, Appellate Division.

 

          ACTION:    The Civil Service Commission directed that this petition be denied.

 

B-9    CHRISTOPHER BOLLER – CSC DOCKET NOS. 2025-2768

 

          Christopher Boller, a Police Captain with Ewing, represented by Peter B. Paris, Esq., petitions the Civil Service Commission for interim relief of his demotion.

 

          ACTION:    The Civil Service Commission directed that this petition be granted in part.

 

B-10  PATRICK GEARY AND CHARLES DISHON – CSC DOCKET NOS. 2025-2411 AND 2025-2480

 

          Patrick Geary and Charles Dishon appeal the disposition of the February 21, 2025 certification of the County Correctional Police Lieutenant (PC1693A), Ocean County, eligible list. 

 

          ACTION:    The Civil Service Commission directed that these appeals be granted.

 

B-11  K.R. – CSC DOCKET NO. 2025-2760

 

          K.R. appeals the discontinuance of her provisional appointment as a Social Worker 1, Psychiatric with Greystone Park Psychiatric Hospital.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-12  INTERMITTENT PUBLIC SAFETY TELECOMMUNICATOR – CSC DOCKET NO. 2025-2752

 

          The Division of Agency Services requests the creation of an intermittent noncompetitive title, Intermittent Public Safety Telecommunicator.

 

          ACTION:    The Civil Service Commission directed that this request be granted.

 

B-13  FISCAL YEAR 2026 SALARY REGULATIONS COMPENSATION COMPENDIUM

 

          The Division of Agency Services requests that the Civil Service Commission record the Fiscal Year 2026 Salary Regulations Compensation Compendium, which include: Section 1 – Aligned Salary Regulation, Deputy Attorneys General, State Investigator Detectives, State Investigator, Confidential Aligned and Non-Aligned Salary Regulation, Management Salary Regulation and Attachments A and B; Section 2 – Emergency Conditions Salary Regulation; Section 3 – Special Incentive Salary Programs; Section 4 – Miscellaneous Salary Regulation; Appendix A, including Employee Relations Group List, Collective Bargaining Representatives; Online Salary Schedules Link; Salary Schedules, Single Rates and Trainee Rates; Appendix B, including State Benefits Programs; and index. The Compendium has been approved by Allison Chris Myers, Chair/Chief Executive Officer, Civil Service Commission, and Tariq Shabazz, Acting Director, Office of Management and Budget.

 

          ACTION:    The Civil Service Commission recorded the regulations.
