A regular meeting of the Civil Service Commission was held on Wednesday, October 15, 2025, at 10:00 a.m., in Trenton, New Jersey.

 

     PRESENT: Allison Chris Myers, Chairperson; Members Dolores Gorczyca; Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Nicholas F. Angiulo, Director, Division of Appeals and Regulatory Affairs; Annemarie Ragos-Goff, Commission Secretary.  All individuals listed participated via teleconference.

 

     In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

 

   Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 27, 2024, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.

 

All actions were by unanimous vote unless otherwise specified.

 

CIVIL SERVICE COMMISSION MINUTES

Submitted for adoption are the Civil Service Commission minutes of its meeting of September 24, 2025.

 

ACTION:    The Civil Service Commission adopted the minutes of its meeting of    October 15, 2025.

WITHDRAWAL OF APPEALS

 

The following appeals were withdrawn and removed from the hearing calendar:

 

Richard Kirk, Bergen County, Sheriff’s Department, suspension.

 

Dhanpaul Mohabeer, New Jersey Veterans Memorial Home – Menlo Park, Department of Military and Veterans Affairs, return to previously held permanent title at the end of the working test period.

 

Rocco Palmieri, Jr., Brick, Department of Public Works, removal.

 

Xamisha Thompson, Department of Children and Families, release at the end of the working test period.

 

Christopher Yusko, Ramapo College of New Jersey, release at the end of the working test period.

 

ACTION:    The Civil Service Commission noted the withdrawal of appeals without prejudice.

 

DISMISSAL FOR FAILURE TO APPEAR

 

The Civil Service Commission dismissed the following cases without prejudice for failure to appear at the scheduled hearing before the Office of Administrative Law:

A-2    MICHAEL MATTURA – CSC DOCKET NO. 2024-647

 

          Michael Mattura, Police Officer, Union City, Department of Public Safety, 20 working day suspension, on charges of chronic or excessive absenteeism or lateness and other sufficient cause. 

 

Recommendation of the Administrative Law JudgeDeny the appointing authority’s motion for partial summary decision.

 

ACTION:  The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-3    TRISHA MORRO – CSC DOCKET NO. 2024-2126

Trisha Morro, Emergency Medical Technician, Gloucester County, Department of Emergency Response, 120 work hour suspension, on charges of incompetency, inefficiency or failure to perform duties, insubordination, conduct unbecoming a public employee, neglect of duty and other sufficient cause.

 

Recommendation of the Administrative Law JudgeDismiss the appeal.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

  

SECTION B – MISCELLANEOUS MATTERS

 

B-1    JENNIFER CAHILL – CSC DOCKET NO. 2025-2059

 

           Jennifer Cahill appeals the bypass of her name on the Human Services Specialist 4 (HSS 4) (PC4888D), Camden County Board of Social Services, eligible list.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-2    FIKRET DARZANOFF – CSC DOCKET NO. 2025-2263

 

           Fikret Darzanoff appeals the bypass of his name on the Deputy Fire Chief (PM2213B), Clifton, eligible list.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-3    YVONNE ADAMS – CSC DOCKET NO. 2025-2880

 

          Yvonne Adams appeals the decision of the Division of Agency Services, which found that she did not meet the requirements for the promotional examination for Quality Assurance Specialist Health Services (PS9581K), Department of Human Services.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-4    DONNA MEREDITH AND KERRY HALLMAN – CSC DOCKET NOS. 2026-159 AND 2026-160

 

          Donna Meredith and Kerry Hallman, represented by Richard A. Dann, Staff Representative, Communication Workers of America, request reconsideration of In the Matter of Donna Meredith and Kerry Hallman (Chair/CEO, decided June 17, 2025) which determined that the proper classification of their positions with the Office of Information Technology is Technical Assistant, Management Information Systems.

 

          ACTION:    The Civil Service Commission directed that these requests be denied.

 

B-5    S.G. – CSC DOCKET NO. 2025-2240

 

           S.G., a Police Officer with Jersey City, requests enforcement of In the Matter of S.G. (CSC, decided June 26, 2019).

 

          ACTION:    The Civil Service Commission directed that this request be denied.

 

B-6    IRIS VAZQUEZ – CSC DOCKET NO. 2025-2611

 

           Iris Vazquez, a Manager 2, Human Resources with the Department of Human Services, represented by Kevin D. Jarvis, Esq. and Matthew B. Madsen, Esq., requests enforcement and a calculation of back pay.

 

          ACTION:     The Civil Service Commission directed that the request for health insurance premium reimbursement be remanded to the appointing authority and all other requests be denied.

 

B-7    SUSAN MOORE – CSC DOCKET NO. 2025-2053

 

          Susan Moore, a Quality Assurance Coordinator with the Ann Klein Forensic Center, requests that her personnel record be corrected.

 

          ACTION:    The Civil Service Commission directed that this request be denied.

 

B-8    INTERCONNECTION COMPLIANCE SPECIALIST – CSC DOCKET NO. 2026-939

 

          The Division of Agency Services requests the establishment of the noncompetitive title of Interconnection Compliance Specialist for use in local government in accordance with N.J.A.C. 4A:3-1.2.

 

          ACTION:    The Civil Service Commission directed that this request be granted.

 

B-9    LIBRARY PROGRAM SPECIALIST TRAINEE – CSC DOCKET NO. 2026-932

 

          The Division of Agency Services requests the establishment of the noncompetitive title of Library Program Specialist Trainee for use in local government in accordance with N.J.A.C. 4A:3-1.2.

 

          ACTION:    The Civil Service Commission directed that this request be granted.

 

B-10  SUPERVISING SPECIAL INVESTIGATOR, STATE LOTTERY – CSC DOCKET NO. 2026-933

 

          The Division of Agency Services requests the establishment of the unclassified title of Supervising Special Investigator, State Lottery for use in the Division of the State Lottery, Department of the Treasury.

 

          ACTION:    The Civil Service Commission directed that this request be granted.
