    A regular meeting of the Civil Service Commission was held on Wednesday, December 17, 2025, at 10:00 a.m., in Trenton, New Jersey.

 

           PRESENT: Allison Chris Myers, Chairperson; Members Dolores Gorczyca; Daniel W. O’Mullan, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Dulce A. Sulit-Villamor, Director and Chief of Regulatory Officer, Division of Appeals and Regulatory Affairs; Annemarie Ragos-Goff, Commission Secretary.  All individuals listed participated via teleconference.

 

      In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

 

   Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 27, 2024, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.

 

    All actions were by unanimous vote unless otherwise specified.

 

CIVIL SERVICE COMMISSION MINUTES

Submitted for adoption are the Civil Service Commission minutes of its meeting of November 26, 2025.

 

ACTION:    The Civil Service Commission adopted the minutes of its meeting of November 26, 2025.

 

WITHDRAWAL OF APPEALS

 

The following appeals were withdrawn and removed from the hearing calendar:

 

Aida Ortiz, Hudson County, Department of Corrections, removal.

 

Meron Rubinowitsch, Bergen County, Department of Parks, removal.

 

ACTION:    The Civil Service Commission noted the withdrawal of appeals without prejudice.

ACTION:    The Civil Service Commission acknowledged the settlements.

 

A-2    KANDICE COOPER – CSC DOCKET NO. 2025-441

 

    Kandice Cooper, Quality Assurance Coordinator, Ancora Psychiatric Hospital, Department of Health, return to previously held permanent title at the end of the working test period, effective July 30, 2024. 

 

Recommendation of the Administrative Law JudgeUphold the return to the previously held permanent title at the end of the working test period. 

 

ACTION:  The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-3    PRINCESS JENKINS – CSC DOCKET NO. 2024-1333

 

Princess Jenkins, Administrative Analyst 1, release at the end of the working test period, effective November 15, 2023. 

 

Recommendation of the Administrative Law Judge – Grant the appointing authority’s motion for summary decision and uphold the release at the end of the working test period.       

 

ACTION:  The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

A-4    R.P. – CSC DOCKET NO. 2025-262

 

R.P., Fire Fighter, Camden City, Fire Department, removal, effective June 11, 2024, on charges of insubordination, inability to perform duties, conduct unbecoming a public employee and other sufficient cause.

 

Recommendation of the Administrative Law JudgeReverse the removal.

 

ACTION:  The Civil Service Commission affirmed the recommendation of the Administrative Law Judge and ordered that the appellant undergo a current psychological fitness-for-duty examination.

 

A-5    JONATHAN SCOTTO-DIFREGA – CSC DOCKET NO. 2026-236

Jonathan Scotto-Difrega, County Correctional Police Officer, Monmouth County, Department of Corrections removal, effective June 19, 2025, on charges of conduct unbecoming a public employee and other sufficient cause.

 

Recommendation of the Administrative Law JudgeReverse the removal.

 

ACTION:  The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

 

A-6    WILLIE SMITH – CSC DOCKET NO. 2023-827

 

Willie Smith, Assistant Superintendent, Residential Group Center, Youth Justice Commission, removal, effective June 30, 2022, on charges of insubordination, conduct unbecoming a public employee and other sufficient cause.

 

Recommendation of the Administrative Law Judge Uphold the removal.          

 

ACTION:  The Civil Service Commission rejected the recommendation of the Administrative Law Judge and reversed the removal.

  

SECTION B – MISCELLANEOUS MATTERS

 

B-1    G.A. – CSC DOCKET NO. 2025-828

 

           G.A., represented by Michael L. Prigoff, Esq., appeals his rejection as a Police Officer candidate by Fair Lawn and its request to remove his name from the eligible list for Police Officer (M2328E).

         

          ACTION:    The Civil Service Commission directed that this appeal be granted.

 

B-2    MARK STORCH – CSC DOCKET NO. 2025-2703

 

          Mark Storch, represented by Stuart J. Alterman, Esq., appeals the bypass of his name on the Police Sergeant (PM4518C), Brick eligible list.

         

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-3    NESTOR RIGAIL – CSC DOCKET NO. 2026-45

 

      Nestor Rigail requests permission to submit a late application for the promotional examination for Parole Sergeant (PS0987I), State Parole Board.

         

          ACTION:    The Civil Service Commission directed that this request be denied.

  

B-4    JOYCE AROMOLARAN – CSC DOCKET NO. 2026-277

                     

        Joyce Aromolaran appeals the determination of the Division of Agency Services that she did not meet the requirements for the Supervisor 1 MVC (PS9784T), Motor Vehicle Commission promotional examination.

         

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-5    ALEXANDRE GABLER – CSC DOCKET NO. 2026-1342

 

          Alexandre Gabler appeals the determination of the Division of Agency Services, which found that he was not eligible for the promotional examination for Manager 1 Information Processing (PS2255H), Department of Health.

         

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-6    ALEJANDRA PAZMINO AND DANEIRI VIGIL – CSC DOCKET NOS. 2026-278 AND 2026-1067

 

      Alejandra Pazmino and Daneiri Vigil appeal the determinations of the Division of Agency Services that they did not meet the requirements for the Supervisor 1 MVC (PS9784T), Motor Vehicle Commission promotional examination.

         

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-7    J.S. – CSC DOCKET NO. 2025-2617

       J.S., a Research Analyst 3, Department of Community Affairs, appeals the determination of the Commissioner, which found that the appellant failed to present sufficient evidence to support a finding that he had been subjected to a violation of the New Jersey State Policy Prohibiting Discrimination in the Workplace.

         

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

 B-8    JOHNNY HARRIS – CSC DOCKET NO. 2025-1215

 

           Johnny Harris, a former Fire Fighter with Orange Township, Fire Department, represented by Eric W. Feinberg, Esq., petitions the Civil Service Commission for reconsideration of the decision, rendered on November 27, 2024, in which the Director of the Division of Appeals and Regulatory Affairs denied his request for a hearing with respect to his removal.

         

          ACTION:    The Civil Service Commission directed that this petition be denied.

 

B-9    J.P. – CSC DOCKET NO. 2026-49

 

           J.P., represented by Frank C. Cioffi, Esq., requests reconsideration of In the Matter of J.P., Lacey Township Police Department (Chair/CEO, decided May 27, 2025).

         

          ACTION:    The Civil Service Commission directed that this request be denied.

 

B-10  ALEXANDRE GABLER – CSC DOCKET NO. 2025-2847

 

        Alexandre Gabler appeals the appointment of P.D. to the title of Supervisor Information Technology and requests other relief.

         

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-11  STACEY WILLIAMS – CSC DOCKET NO. 2026-605

 

      Stacey Williams, Police Chief with the Roselle Police Department, represented by Patrick P. Toscano, Jr., requests back pay, counsel fees, enforcement, and reinstatement pursuant to In the Matter of Stacey Williams (CSC, decided June 11, 2025).

         

          ACTION:  The Civil Service Commission directed that this request be granted in part.

 

B-12  CLINIC ATTENDANT AND CLINIC ATTENDANT, BILINGUAL IN SPANISH AND ENGLISH – CSC DOCKET NO. 2026-1210

 

          The Division of Agency Services requests the reallocation of the local government titles of Clinic Attendant and Clinic Attendant, Bilingual in Spanish and English to the non-competitive division of the career service in accordance with N.J.A.C. 4A:3-1.2.

         

          ACTION:    The Civil Service Commission directed that this request be granted.

 

B-13 VARIOUS TITLES, DEPARTMENT OF COMMUNITY AFFAIRSCSC DOCKET NO. 2026-1324

 

         The Department of Community Affairs requests that various titles be reallocated to the noncompetitive division of the career service on an interim basis to facilitate the hiring of staff in its Homeless Management Information System Office, Office of Homelessness Prevention.

         

          ACTION:    The Civil Service Commission directed that this request be granted.

 

B-14  PROJECT SPECIALIST, TRANSITION CSC DOCKET NO. 2026-1418

                     

The Division of Agency Services requests the establishment of the unclassified title of Project Specialist, Transition.

         

          ACTION:    The Civil Service Commission directed that this request be granted.

 

PUBLIC PORTION

The Civil Service Commission received an inquiry requesting whether the appellant in A-5 completed anger management.  However, issues relating to the completion of anger management were not before the Civil Service Commission.
