    A regular meeting of the Civil Service Commission was held on Wednesday, April 29, 2026, at 10:00 a.m., in Trenton, New Jersey.

 

    PRESENT: Mary Cruz, Acting Chairperson; Members Daniel W. O’Mullan, Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Dulce A. Sulit-Villamor, Director, Division of Appeals and Regulatory Affairs; and Annemarie Ragos-Goff, Commission Secretary, were present.  All individuals listed participated via teleconference.

 

     In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

 

    Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 5, 2025, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.

 

    All actions were by unanimous vote unless otherwise specified.

 

CIVIL SERVICE COMMISSION MINUTES

 

Submitted for adoption are the Civil Service Commission minutes of its meeting of April 8, 2026.

 

ACTION:    The Civil Service Commission adopted the minutes of its meeting of April 8, 2026.

 

WITHDRAWAL OF APPEALS

 

The following appeals were withdrawn and removed from the hearing calendar:

 

Lillian Ongera, Hudson County, Department of Family Services and Reintegration, suspension.

 

Tiffany Richardson, Hudson County, Department of Health and Human Services, suspension.

 

Karen Walsh, Judiciary, Morris/Sussex Vicinage, suspension.

 

ACTION:    The Civil Service Commission noted the withdrawal of the appeals without prejudice.

 

DISMISSAL FOR FAILURE TO APPEAR

 

The Civil Service Commission dismissed the following case(s) without prejudice for failure to appear at the scheduled proceedings before the Office of Administrative Law:

 

Jamira Milligan, Passaic County, Board of Social Services, release at the end of the working test period.

 

ACTION:    The Civil Service Commission noted the dismissal of the appeal without prejudice.

          ACTION:    The Civil Service Commission acknowledged the settlements.

 

 A-2    K.B. – CSC DOCKET NO. 2025-2016

 

K.B., a Police Officer with the City of Newark, Department of Public Safety, appeals his 15 working day suspension, effective March 17, 2025, on charges of conduct unbecoming a public employee; neglect of duty; and other sufficient cause, specifically, violations of Newark Police Department Rules and Regulations pertaining to conduct in public and private; false statements; the code of conduct; and pre-employment statements.

 

Recommendation of the Administrative Law Judge Reverse the 15 working day suspension.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-3    M.D. – CSC DOCKET NO. 2026-148

M.D., a Senior Correctional Police Officer with South Woods State Prison, Department of Corrections, appeals his removal, effective June 13, 2025, on charges of conduct unbecoming a public employee and other sufficient cause, specifically violations of the Human Resources Bulletin pertaining to conduct unbecoming an employee and violation of a rule, regulation, policy, procedure, order, or administrative decision.

 

Recommendation of the Administrative Law Judge Uphold the removal.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

 A-4    GRANT GINSBURG – CSC DOCKET NO. 2025-1504

 

Grant Ginsburg, a Public Safety Telecommunicator with the Township of Aberdeen, Department of Public Safety, appeals his six working day suspension, effective January 6, 2025, on the charge of a violation of a General Order.

 

Recommendation of the Administrative Law Judge Dismiss the appeal for the appellant’s failure to appear.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

  

A-5    GRANT GINSBURG – CSC DOCKET NO. 2026-1486

 

Grant Ginsburg, a Public Safety Telecommunicator with the Township of Aberdeen, Department of Public Safety, appeals his removal, effective November 17, 2025, on charges of incompetency, inefficiency, or failure to perform duties; insubordination; chronic or excessive absenteeism or lateness; conduct unbecoming a public employee; and other sufficient cause.

 

Recommendation of the Administrative Law JudgeDismiss the appeal for the appellant’s failure to appear.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

 

A-6    DYLAN RALSTON – CSC DOCKET NO. 2025-2135

 

Dylan Ralston, a Traffic Maintenance Worker with Atlantic County, Department of Public Works, appeals his release at the end of his working test period effective April 1, 2025. 

 

Recommendation of the Administrative Law JudgeUphold the release at the end of his working test period.

 

ACTION:    The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

  

SECTION B – MISCELLANEOUS MATTERS

 

B-1    MICHAEL KLEPACKY – CSC DOCKET NO. 2026-918

 

          Michael Klepacky appeals the determination of the Division of Agency Services, which found that he was not eligible for the promotional examination for Police Chief (PM3213G), Pompton Lakes.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-2    K.H. – CSC DOCKET NO. 2026-1063

 

          K.H. requests a make-up examination for Supervising Library Assistant (PC2920G), Ocean County Library.

 

          ACTION:    The Civil Service Commission directed that this request be denied.

 

B-3    BETTIE GLADNEY – CSC DOCKET NO. 2026-830

 

          Bettie Gladney requests that her position be reclassified to the title of Senior Community Program Specialist and other relief.

 

          ACTION:    The Civil Service Commission directed that this request be denied.

 

B-4    JULIA WHITFORD – CSC DOCKET NO. 2025-711

 

          Julia Whitford appeals her non-appointment to the noncompetitive title of Research Scientist 3, Department of Environmental Protection.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-5    B.O. – CSC DOCKET NO. 2024-1615

 

          B.O., an Assistant Disability Insurance Supervisor with the Department of Labor and Workforce Development, represented by Keri Reid McNally, Esq., appeals the determination of the Chief of Staff, stating that there was insufficient evidence to support a finding that the appellant had been subjected to a violation of the New Jersey State Policy Prohibiting Discrimination in the Workplace.

 

          ACTION:    The Civil Service Commission remanded the matter to the Department Labor and Workforce Development.

 

B-6    TERRY BUCHANON – CSC DOCKET NO. 2026-1407

         

          Terry Buchanon, a Code Enforcement Officer Trainee with the City of Newark, petitions the Civil Service Commission for interim relief of his indefinite suspension.

 

          ACTION:    The Civil Service Commission directed that this petition be granted in part.

B-7    M.G. – CSC DOCKET NO. 2026-2044

 

          M.G., a Sheriff’s Officer with the Middlesex County Sheriff’s Office, represented by Frank C. Cioffi, Esq., petitions the Civil Service Commission for interim relief of his indefinite suspension.

 

          ACTION:    The Civil Service Commission directed that this petition be denied.

 

B-8    MICHAEL NEGRON – CSC DOCKET NO. 2024-2357

 

          Michael Negron, a Sheriff’s Officer with the Hudson County Sheriff’s Office, represented by Robert Chewning, Esq., appeals his reassignment.

 

          ACTION:    The Civil Service Commission directed that this appeal be denied.

 

B-9    FOREST FIRE PILOT – CSC DOCKET NO. 2026-2358

 

          The Division of Agency Services requests the reallocation of the State government title of Forest Fire Pilot to the noncompetitive division of the career service in accordance with N.J.A.C. 4A:3-1.2.

 

          ACTION:    The Civil Service Commission directed that this request be granted.
