A regular meeting of the Civil Service Commission was held on Wednesday, June 10, 2026, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Mary Cruz, Acting Chairperson; Members Dolores Gorczyca, Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Shannon L. Dalton, Director, Division of Appeals and Regulatory Affairs; and Annemarie Ragos-Goff, Commission Secretary, were present. All individuals listed participated via teleconference.
In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 5, 2025, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.

A-2 DARRIUS BROWN – CSC DOCKET NO. 2022-719
Darrius Brown, a Laborer with the City of Newark, Department of Water and Sewer, appeals his removal, effective August 7, 2019, on charges of insubordination, failure to perform duties, conduct unbecoming a public employee; neglect of duty; insubordination; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-3 DARVEL DAVIS – CSC DOCKET NO. 2024-1770
Darvel Davis, a Custodian with the Newark Public School District, appeals his removal, effective February 26, 2024, on charges of conduct unbecoming a public employee; misuse of public property; neglect of duty; insubordination; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-4 RYAN KOV – CSC DOCKET NO. 2022-2917
Ryan Kov, a Police Officer with the City of Atlantic City, Department of Public Safety, appeals his removal, effective May 4, 2022, on charges of conduct unbecoming a public employee; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Dismiss the appeal due to appellant’s failure to appear.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-5 JONATHAN REVOLUS – CSC DOCKET NO. 2026-1119
Jonathan Revolus, a Police Officer with the City of Atlantic City, Department of Public Safety, appeals his removal, effective September 29, 2025, on charges of incompetency, inefficiency, or failure to perform duties; conduct unbecoming a public employee; neglect of duty; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-6 NICHOLAS TAYLOR – CSC DOCKET NO. 2025-2854
Nicholas Taylor, a Correctional Police Officer with Camden County, Department of Corrections, appeals his removal, effective February 14, 2025, on charges of conduct unbecoming a public employee; neglect of duty; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
SECTION B – MISCELLANEOUS MATTERS
B-1 S.J. – CSC DOCKET NO. 2026-1013
S.J., represented by Michael L. Prigoff, Esq., appeals his rejection as a Fire Fighter candidate by Trenton and its request to remove his name from the eligible list for Fire Fighter (M2268D).
ACTION: The Civil Service Commission directed that this appeal be granted.
B-2 A.M. – CSC DOCKET NO. 2026-372
A.M., represented by Michael L. Prigoff, Esq., appeals his rejection as a Fire Fighter candidate by Jersey City and its request to remove his name from the eligible list for Fire Fighter (M2238D).
ACTION: The Civil Service Commission directed that this appeal be denied.
B-3 JAROD CATALFOMO– CSC DOCKET NO. 2026-1089
Jarod Catalfomo appeals the removal of his name from the eligible list for Building Management Services Specialist 4 (PS9132E), Department of Military Affairs.
ACTION: The Civil Service Commission directed that this appeal be granted.
B-4 CHRISTIAN HERR II – CSC DOCKET NO. 2025-1047
Christian Herr II, represented by Craig S. Gumpel, Esq., appeals the decision of Newark to remove his name from the eligible list for Fire Fighter (M1856X), Newark.
ACTION: The Civil Service Commission directed that this appeal be granted in part.
B-5 HERBERT MILES – CSC DOCKET NOS. 2024-2516 and 2023-2780
Herbert Miles appeals the determination of the Division of Agency Services which found that he was not eligible for the promotional examination for Medical Security Officer 3 (PS5107H), Ann Klein Forensic Hospital and the open-competitive examination for Supervising Medical Security Officer (S0039E), Ann Klein Forensic Hospital.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-6 MARVA COKE– CSC DOCKET NO. 2024-2606
Marva Coke appeals the determination of the Division of Agency Services which found that she was not eligible for the promotional examination for Medical Security Officer 3 (PS5107H), Ann Klein Forensic Hospital.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-7 TYREKA THOMAS– CSC DOCKET NO. 2024-2634
Tyreka Thomas appeals the determination of the Division of Agency Services which found that she was not eligible for the promotional examination for Medical Security Officer 3 (PS5107H), Ann Klein Forensic Hospital.
ACTION: The Civil Service Commission directed that this appeal be denied.

Terry Singleton, Jr., appeals the determination of the Division of Agency Services which found that he was not eligible for the promotional examination for Medical Security Officer 3 (PS5107H), Ann Klein Forensic Hospital.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-9 ALEXANDRE GABLER – CSC DOCKET NO. 2026-1793
Alexandre Gabler requests reconsideration of the Civil Service Commission’s decision in In the Matter of Alexandre Gabler, Greystone Park Psychiatric Hospital, Department of Health (CSC, decided December 17, 2025).
ACTION: The Civil Service Commission directed that this request be denied.
B-10 D.H. – CSC DOCKET NO. 2026-2230
D.H., a Police Officer with the City of Orange Township, represented by Gina Mendola Longarzo, Esq., requests interim relief regarding his immediate suspension.
ACTION: The Civil Service Commission directed that this request be denied.
B-11 STATE SCHOOL COUNSELOR LIAISON – CSC DOCKET NO. 2026-2628
The Division of Agency Services requests the establishment of the unclassified title of State School Counselor Liaison for use in the Department of Education.
ACTION: The Civil Service Commission directed that this request be granted.
B-12 CONSTRUCTION CODE INSPECTOR APPRENTICE, MINING - CSC DOCKET NO. 2026-2672
The Division of Agency Services requests the establishment of the noncompetitive title Construction Code Inspector Apprentice, Mining for use by the Department of Labor and Workforce Development in accordance with N.J.A.C. 4A:3-1.2.
ACTION: The Civil Service Commission directed that this request be granted.
